This is an ambitious and cross-cutting objective to all EU policies. Thus, the New Industrial Strategy and digital strategy Shaping Europe’s Digital Future reflect the necessity to deploy technologies and reshape European industries towards a new reality, ensuring that it can become the accelerator and enabler of this change. Accelerating the twin green and digital transitions will not only require new technologies, but also to reskill its workforce. In this way, the European Skills Agenda and the Council Recommendation on VET has already expressed the necessity of update current VET programmes to industry needs to reskill European workforce on digital and green skills, while at the same time introducing innovative learning and teaching methodologies. This necessity has become a key issue in fragmented and traditional industry sectors, as it is pointed in the “SME strategy for a sustainable and digital Europe”.The issue is that Europe has strong traditional and manufacturing industries that were not born digital, neither adapted for a green economy. The twin digital and green transition of these industries will therefore require large investment on innovation, but firstly reskilling its workforce is essential for the success of this twin transition or revolution.Among the manufacturing industries, the furniture and textile are examples of traditional and fragmented sectors, with more than 90% of SMEs, but with a high impact on the European industry. According to the DG of Internal Market data, the furniture and textile industries are labour-intensive sectors that employ a total of near 3 million workers and generate an annual turnover of around EUR 262 billion. Despite this, their index of innovation, based on Eurostat, is lower than that of the rest of manufacturing industries, so a higher effort for their digital and green transition is required. The TwinRevolution project addresses VET providers´ needs, according to the European Skills Agenda recommendations of updating information on skills needs and ensuring relevant skills updated offer along the entire lifelong learning continuum. In this way TwinRevolution aligns VET offer to the manufacturing SMEs needs, especially those of the furniture and textile industry, due to their importance for the whole economic ecosystem. Although there is a strong focus on digital and sustainable innovation within these sectors, this may not match the existing industry model. As the furniture and textile industries are generally based on traditional SMEs with lower capacity of innovation and with an aging workforce, there is a need to reskill their workforce and introduce innovative practices for a twin transition, to produce and design with less waste and with new sustainable materials. In fact, the European manufacturing industry shows a lower digital level than other industries, but this is drastically shocking in the furniture and textile sectors with a high digital intensity index which barely reaches 15% and 10%, respectively. TwinRevolution target groups could be grouped in two according to their nature and how they could be benefited from project results:VET learners. Current and future workers of manufacturing SMEs, which will be benefitted by the TwinRevolution project results through new training resources and an interactive tool that will help them to face the current knowledge gap to implement the necessary twin transition in these sectors.VET providers. TwinRevolution will launch a key blueprint and develop a complete Joint Curriculum and learning experience to enrich their training offer adapted for the twin transition.<< Objectives >>Due to the necessity to update and align VET offer to the industry needs to facilitate a twin digital and green transition of manufacturing and traditional sectors, the main objective of the TwinRevolution project is to develop an innovative and interactive tool & a training course that will up- and re-skill VET learners (from upper secondary and current workers) providing them with the necessary digital and green skills and competences. To accomplish this goal, TwinRevolution will achieve the following specific objectives (SO):SO1. Launch an interactive tool & e-training course for VET learners and providers to support and facilitate how to implement changes in manufacturing industries management system and processes towards greener and more digital organisations.SO2. Offer pioneer training resources for VET providers to reskill the European workforce to prepare them as true agents of change for a circular and smart industrial ecosystem.SO3. Design a Joint Curriculum for VET for new trainings that meets and addresses the needs and priorities of the twin transition on SMEs of manufacturing sectors.SO4. Launch a Blueprint with a general overview about the twin transition on the manufacturing industry and VET offer, and the necessary green and digital skills to be covered, increasing quality of VET system. To sum up, TwinRevolution objectives ensure a dual impact: support the re- and up-skilling of VET learners, and new resources for VET providers; with the final aim to foster the twin transition withing the EU manufacturing industry. These objectives will have a wide impact at different geographic levels, and to many different target groups:- Boost internationalization activities, knowledge, and quality of VET activities of the participant organisations.- Project staff will benefit from exchange knowledge, methodologies and experiences, while increasing their language competences and capacities in strategic development, organizational management, leadership, quality of learning provision, equity and inclusion.- Increase digital and green competences of workers, using the developed platform and the acquired knowledge, boosting their employability, and fostering the motivation in their daily work.- Enhance the training offer of VET providers and therefore update and increase their training activities, while increasing the digital competences of their trainers. -Policy authorities and decision makers will better understand the consequences of the twin transition and how to upskill the workforce.- Increase the general society understanding and awareness on European initiatives and policies, on the importance of the twin transition and the tailored European strategy.<< Implementation >>TwinRevolution´s Cooperation Partnership brings together partners from the academia, research, industry and VET areas from Germany, Finland, Spain, and Czech Republic which profiles and competences ensures the achievement of proposed project result through the share of expertise and knowledge in the addressed topics and sectors. The activities that they will implement under the frame of the project, with the support of a set of associated partners, target user representatives and stakeholders will lead to:- The delivery of four Project Results: Blueprint on updating VET for a twin transition, a Joint Curriculum, training materials and a platform with an interactive tool and a e-training besides of a learning experience report. To successfully achieved the proposed project results many different activities will be carry out by all project partners: desk mapping and analysis activities; planning, design and development of learning outcomes; grouped them into training units/modules; interviews to target users and stakeholders to define results main requirements and validate them; harmonization to the ECVET framework; elaborate innovative training resources; develop and implement interactive tools; and carry out a learning experience with target user representatives.-A “project management and implementation” activity, to correctly tracking and managing the development of the project, both in results and financial issues, through coordination and monitoring tasks, preparation of a partnership agreement, and any activity towards GDPR compliance as well as the assurance of the environmental sustainability, inclusion and diversity of the project.- A “share, promotion and use” activity that have for objective to establish the necessary actions to share and promote the TwinRevolution project and its results among the defined target groups and interested stakeholders. Some of the already planned tasks are: Execution of a Share and Promotion Plan, set up and management of the project website, reach project stakeholders in order to constantly inform them about last project progresses and gather their feedback, social networking, delivery of press releases, preparation of promotional materials (brochures, leaflets, poster, video, newsletter), scientific paper development, and contribution in related events.- A “Quality Assurance and Risk Monitoring” activity to monitor the quality of all project activities and results carried out under the project's development, ensuring that the project implementation follows the foreseen working plan and defined quality indicators. For that aim it will be set a QA & RM Plan at the project initial that will detail the methodology, following the EQAVET recommendations, to be implemented. - The organisation and holding of four Transnational Project Meetings among the TwinRevolution cooperation partnership, associated partners and stakeholder representatives at key milestones of the project to review activities already performed, discuss and plan upcoming tasks, monitor financial issues, and exchange information and experiences.-The organization and holding of four regional/national physical Multiplier Events and one online Multiplier Event at European level to reach all defined target groups and interested stakeholders, promoting and sharing through a wide audience the four produced project results, improving the understanding of their use and the associated benefits.<< Results >>The TwinRevolution project will support VET learners to pursue new learning paths after or during their working life by improving their digital and green skills, which will allow their personal and professional development, especially tailoring furniture and textile sectors; and also VET providers, to update and foster current training offer through new programs and methodologies. Taking all this into account, the TwinRevolution project will achieve the following project results:BLUEPRINT ON TWIN TRANSITION AND VET. The Blueprint will map technologies and circular strategies to be implemented in a complementary way on manufacturing industries; compile and analyse European policies that influence the twin transition and the current approach in VET offer; and define the necessary learning outcomes to reskill current and future workforce.JOINT CURRICULUM (JC). The JC, base of the training materials, will define the necessary learning path to ensure the knowledge acquisition by future students, grouping defined skills into the necessary training modules and units.TRAINING MATERIALS ON THE TWIN TRANSITION FOR THE MANUFACTURING INDUSTRY. These materials, that will be online accessible jointly with the interactive tool, will be defined and developed to cover the knowledge gaps for a successfully green and digital transitions. With these materials, the TwinRevolution project will contribute to train current and future workforce to become true agents of change. Materials will include video-pills to explain key concepts and subjects.E-PLATFORM. It will include an interactive tool and e-training course on twin transition. The tool, a supported resource for SMEs and VET providers, will show the different manufacturing processes of addressed sectors, and offer the necessary information for the twin transition in a double and complementary way:- Circular strategies/tools that could be implemented in each process of the value chain and Industry4.0 technologies that could support their implementation.- Technologies of the industry4.0 that could be implemented in the different processes of the value chain and the associated circular strategies/tools that could be associated. The interactive tool will be linked to the e-training course with the developed training materials, and implemented through a complete learning experience.LEARNING EXPERIENCE REPORT. A conclusion of two learning experiences, carried out with current (C-VET) and future workers (I-VET); the report will provide tips on how to implement the developed resources on both kind of VETs.The above-mentioned Project Results will be considered as “Open Educational Resources” (OER), they will be easily accessible and retrievable without cost or limitations, and the selected open license will allow the public to use, reuse, adapt and share such resources.Other outcomes that will be developed are those designed and developed in the framework of the three activities to be done under the item “project management and implementation” as promotional materials (website, video, newsletters, contributions on different thematic platforms), interim report or the QA Plan and S&P Plan. With all the defined project results and outcomes within the TwinRevolution project, participants or learners will improve and enlarge their green and digital skills and competences, becoming true agents of change. This will allow to increase the number of SMEs implementing industry4.0 technologies and circular strategies, while boosting and updating VET offer on how to adapt current jobs and companies of the manufacturing industry for a smart and circular industry model.

According to the official statistics in the EU this problem affects every fifth person from this group. The countries where the partners come from - have both similar and complementary socio-economic trends. Each of these countries contends with problems of the target group “45+” in traditional sectors, each of these countries can offer different resources, scope of competence, which in turn may allow to improve the situation of the target group and the economies of these countries. The Partners are related to the traditional sectors of economy: furniture , timber and building industry and they conduct activities for the benefit of these industries by means of training as well as initiatives involving associations and trade unions. All Partners constitute communities of highly qualified and competent professionals from selected industries that have valuable competence and achievements, both in research and practical application, needed for this project. They represent a high degree of innovation, international character and profound experience in projects of that kind. At present one can notice economic fluctuations in the traditional sectors and industries which on the one hand result in employment reductions, and on the other hand there is a growing shortage of relevant specialists from new generations. This causes incomplete use of the existing economic potential and the social losses in the form of unemployment. The aim of the project is to elaborate a program which - within the scope of the methods being applied - is complex and innovative and stimulates the employment of people from “45+” group by means of increasing their skills in relation to the demand which is shown by the modern labour market and the sectors they represent. The project is aimed at increasing the ICT knowledge. They will be provided with knowledge concerning contemporary market trends in the form of home automation and smart furniture technologies, and creating products verging on consumer electronics, combining traditions with modernity. As a consequence, on 2013 the European Committee for Standardization published the European Technical Specification CEN/TS 16555-1 on Innovation Management Systems to assist organisations in the deployment of innovation. To correctly establish an Innovation Management System, it is important to implement a strategy on Technology Watch and Competitive Intelligence, key instruments defined by the Observatory for Industrial Technology Foresight as the structured system for searching, detecting and analyzing the environment to transmit information and knowledge continuously to be aware of the main activities in their sector. Both Technology Watch and Competitive Intelligence have become crucial business practices to compete in today's increasingly digital, global and dynamic environment. They allow organisations to know the latest developments from competitors, to systematically monitor what is happening in their environment, to anticipate changes and to make decisions, minimising risks and seizing opportunities for innovation. In this sense, SMEs from sectors that traditionally follow fashion trends, such as furniture and textile, are starting to realise about the importance of monitoring the business environment to learn about the state-of-the-art trends in the future and to adapt to the market changes, and furthermore, the importance of the key staff to have the right skills for integrating such practices into daily activities. Therefore, the systematization of an innovation strategy is becoming increasingly crucial in such sectors, that need to adopt innovation management strategies and update their skills and knowledge as it is recommended in sectoral reports stating the need of adapting VET systems to include new sector specific skills and competences required in the future [2,3].Both sectors in Europe are massively dominated by small enterprises, requiring flexibility and multiple skills within the staff and very specific and straightforward programmes that allow them to put the acquired skills and competence into practice in a specific process. These sectors have undergone significant changes to focus on upgrading quality, innovation and new applications areas, which forces organisations to be constantly informed of everything that happens around, and not exclusively of technological or sector-related news. The main opportunities ahead lie in continuing investment in skills, creativity, research, innovation, and new technologies [3,4].Both sectors share similar threads, like the fierce competition from Asian Markets, but also have common opportunities and strengths, such as the innovative character and the resilience shown, and new business models arisen from a new profile of consumer. In this sense, a properly implemented Innovation Management Systems become a great asset for counteracting their common threads and weaknesses.SIBILA will meet the current needs that the target groups have for increasing the quality of their activities and practices of their organisations that will provide clear benefits:-Anticipate changes in the environment by identifying threats and new business opportunities.-Reduce risks, identifying alternative products and competitors.-Identify new partners and contributors, opening up to new actors, not naturally included within one sector.-Be informed on best practices in business and R&D management.[1] Investing in a smart, innovative and sustainable Industry. To design a Joint Curriculum on Technology Watch and Competitive Intelligence specifically tailored for professionals, managers and employees from SMEs of traditional EU sectors, VET students and unemployed willing to focus their careers in such sectors. This, along with a transfer guide to transfer it to other sectors that will address common needs and training priorities, will contribute to adapt Vocational Education and Training to the labour market needs of European traditional sectors.SO2. To launch an innovative diagnostic tool for traditional SMEs to identify the sources, the treatment and the appropriate valorization of information according to their activity and needs, as well as for the identification of the right skills for the staff to focus on and reinforce, and the design of the most appropriate flexible and learner-centred VET path.
