The LV grid characteristics (radial topology, exposition to local disturbances, local accumulation of distributed generation, technical and no-technical loses, aging heterogeneous, etc.) limit the construction and refurbish of LV electric infrastructure and the integration on it of grid remote monitoring and operation and automation resources, bringing to difficulties in the implementation of the LV Smart Grid and the integration of Distributed Generation Resources and Active Demand Management (ADM). Smart metering deployment Mandates offer an opportunity to maximize the gains derived from the obliged functions to be deployed related to smart metering, developing and integrating additional innovative grid and ICT infrastructure, functions, services and tools improving grid operation performance and quality and paving the way for benefits and business opportunities for the involved actors (DSOs, customers, retailers and ESCOs). The project aims to develop, deploy and demonstrate innovative solutions (grid systems, functions, services and tools) for advanced Operation and Exploitation of LV/MV networks in a fully smart grid environment improving the capacity of that networks as enablers for Distributed Generation, ADM, Customer empowering and business opportunities. The project proposes 4 real pilots in Portugal, Poland, Spain and Sweden covering: Smart grid monitoring and operation, advanced grid maintenance, DER and ADM integration and active Consumer awareness and participation with cost efficiency. Also proposes specific WPs to maximize the socioeconomic impact of results, especially for their market uptake, business opportunities triggering and society awareness on the smart grid benefits

This requires a rethinking of the way power sector markets are designed and operated as well as a timely and efficient adaptation of traditional market and operational mechanisms. The recent created clean energy legislation requires that Electricity Markets are created with “active customers/consumers and citizens” and “energy communities”. This new legislation asks for enhanced roles of DSOs and TSOs, particularly for a better coordination among stakeholders, procurement of ancillary services, flexibility, data management and integration of Electric Vehicles and must adapt network access and congestion tariffs & charges (flexibility). Markets must encourage the development of more flexible generation and demand and the elimination of obstacles to market-based pricing, remove regulatory distortions, enable scarcity pricing, interconnection, Demand Side Response and storage. Final customers must be enabled to buy electricity generation from aggregated, multiple power-generating facilities or load from multiple demand response facilities to provide joint offers on the electricity market and be jointly operated in the electricity system. Citizens must be offered competitive prices. BeFlexible aims at increasing energy system flexibility, enhancing cooperation among DSOs and TSOs and easing participation of all energy-related actors through the validation and large-scale demonstration of adapted and proven cross-sectoral services, interoperable platforms for smart grids operation developing further already demonstrated solutions and the creation of required system architecture framework to enable the creation of new business models providing additional value to meet consumers’ needs in compliance with a stable regulatory framework.

The topic has been subject of several research projects in the past years and reached a maturity that allows now the consideration of a final level, proposing an integrated view on the grid operations beyond the traditional barriers. OneNet aims at performing this critical step creating the conditions for a new generation of grid services able to fully exploit demand response, storage and distributed generation while creating fair, transparent and open conditions for the consumer. As result, while creating one network of Europe, the project aims to build a customer centric approach to grid operation. This ambitious view is achieved by proposing new markets, products and services and by creating a unique IT architecture. While a single platform for Europe is not thinkable, OneNet proposes innovative mechanisms of platform federation which are the key technical enablers for the proposed vision. The project has also very ambitious exploitation goals aiming at creating consensus on the solution far beyond the limits of the consortium partners thanks to a variety of actions including a large-scale forum for discussion within the international energy community. The complete concept is also proven in 4 cluster demos creating an involvement of an unprecedented number of countries and their grid operators in a single project. The consortium, in addition to a significant list of grid operators, includes also key IT players, leading research institutions and the two most relevant associations for grid operators, jointly providing a unique set of expertise in support to these challenging tasks.

The consortium will define or adapt, demonstrate and promote future standardized grid services and related market platforms to enable a seamless pan-European electricity market. The CoordiNet consortium under the coordination of ENDESA is composed of 23 beneficiaries and 10 linked third parties from 10 different European countries. It is supported by an Advisory Board and a Stakeholders’ Forum to liaise with on-going projects in Europe and beyond. Three complete value chains of TSO-DSO-market participants constitute the backbone of the project in three demonstration macro-areas (Spain, Sweden, Greece) with ten demonstration pilots (four in Spain, four in Sweden and two in Greece) representing various boundary grid, climatic, load and generation conditions. Next to the demonstration campaigns, promising game-changer enabling technologies, such as IoT, Artificial Intelligence, Big data services, P2P energy trading platforms, Blockchain, Distributed ledger Technologies will be tested to explore alternative means to facilitate energy prosumers participation of small-scale energy consumers into the markets. Over the CoordiNet demonstration areas, the extent of demonstrations provides high level of added value to extrapolate features of TSO-DSO-market collaboration on a European wide-area through the set of standardized products that will be defined and field-tested and the building blocks for a future European platform that will contribute to opening new revenue streams for consumers providing grid services. Finally, the project will provide a pathway towards a seamless pan-European electricity market with non-discriminatory access to all market participants.
