Important drivers for such transformations are media effects on social practice (mediatization and medialization), influencing culture, economics, politics and other societal spheres.In contrast to many other programs that deal with these phenomena by focusing on digital literacy skills like programming, media production, and education to tackle problems like fake news, filter bubbles & hate speech - this project operated on a more comprehensive level. The project aimed at a transformation of the operating system itself, by using Higher Education Institutions as places to connect important stakeholders within these societies to think about arising needs as well as societal and cultural goals in the face of global and local developments. To implement this future-studies-guided approach the project defined, planned and realized multiple work packages: • An Action-Research oriented Delphi Study to do research on the current knowledge and future demands of Media Literacy combined with the attempt to find and activate stakeholders was conducted. This made it possible to incorporate desires and needs of stakeholders beyond the higher education system.• A series of Train-the-Faculty workshops that presented different perspectives and tools within a diverse theoretical concept of Media Literacy and its educational institutionalization were organized. By educating and training HEI lecturers the project lay the foundations for future impact on media-related courses, curriculums but also for future basic and applied research.• Additionally, lecturers were trained to plan, develop and test E-Learning materials to put their newly acquired knowledge to use. Part of this training process was to develop MOOCs that address students as well as the general public. While it was originally planned to create one MOOC in multiple languages, it was later decided to launch three different MOOCs, one for each country, as this allowed for greater acceptability and sustainability since the courses could be tailored to the needs of the individual HEIs, allowing also the use as blended-learning materials for the regular curriculum courses. All MOOCs are available via the openlearning.com platform. • Furthermore, the consortium was extended into a Media Literacy Network (MEDLITnet) that promotes Media Literacy and develop future projects. Partners from Malaysia are leading this network for the next two years.

Its main objective is to foster regional cooperation and enhance the capacities of HEIs in Cambodia, Laos & Vietnam in Climate Change (CC) R&D and academic activities, in order to make them more competitive for R&D and academic funds at a national/international level. This is in line with each country’s national priorities, where National CC strategies prioritise the need to improve capacities and develop S&T programmes on CC topics.REACT brings together a strong complementary consortium of EU+PC HEIs as well as a government-backed ‘think tank’ in Laos that will support PC HEIs in establishing links with policy/authority levels. 2 HEIs per PC, geographically balanced and with complementary specialities, will increase the regional impact. The 4 EU HEIs all have strong experience in R&I in CC & related topics, and an important history of international cooperation in capacity building initiatives.Specifically REACT will:- Provide a comprehensive analysis of R&D + Academic offering focused on CC & related topics in PCs.- Set up a Network of Research and Academic Units in Climate Change, by creating said Units at each PC HEI in order to support them in developing a multi-disciplinary and innovative approach to CC research & teaching.- Build human capacities in strategy/manag./implement./evaluation of R&D results in CC.- Foster Networking & Sustainability through National & Regional events, bringing together relevant stakeholders (HEI managers/researchers, Policy makers, Private sector, potential Donors) to raise awareness on CC matters, recruit other HEIs into the Network & stimulate research cooperation in CC & access to funding opportunities, in line with national priorities.These actions will ensure the impact and visibility of the results of the REACT project.

On the other hand, poor mental health impedes an individual’s capacity to realize their potential, work productively, and make a contribution to their community. Moreover, as echoed in the 2005 Green paper, mental ill health imposes manifold costs, losses and burdens on citizens and societal systems. Despite the increasing recognition globally of the importance of mental health governance for sustainable development, mental health is still of low priority in Southeast Asia compared to other development priorities. The purpose of our MentalHigh project is to build capacity for mental health in (and through) HEIs in Vietnam and Cambodia with the long-term goal to transform the universities into health-promoting settings that enable students and all staff to thrive and succeed to their best potential. Mental health is central to human development and the results of the MentalHigh project are expected to contribute to the regional priority of governance, peace, security, and human development in Asia. With their many ties to the community and large population, Higher education institutions are predestined organizations to promote positive mental health, de-stigmatize mental health problems, facilitate easy-to access opportunities for enhancing mental health and wellbeing, and act as a resource for mental health in the community. To bring about sustainable change, the project uses a settings-based approach by addressing decision makers, academic staff, support services, and students through various interlocking mental health promotion and prevention interventions. The main output of the MentalHigh project is a digital mental health platform, which provides students with easy access to mental health resources, ehealth, and a pathway to traditional on- and off-campus mental health support.

Thanks to a complementary consortium involving 6 of the most relevant VIET HEIs with geographical balance, 3 EU HEIs with huge experience in R&I and international cooperation and the participation of MOET and MOST (HE and S&T authorities). The project is in line with national priorities that give a predominant role to R&I in the mid/long term and its activities have been designed as a response to Vietnam real needs.ENHANCE will strengthen capacities by promoting effective R&I management and implementation via:•Building human capacities in R&I Management and Implementation (targeted training programme with relevant topics selected on the basis of the in-depth SWOT analysis of the national R&I system)•Strengthening institutional capacity and enhancing national networking with the creation of a Network of Research and Innovation Offices in Vietnam that will be a national level reference for R&I in service of the academic/research community & HEI management, as well as for continuous dialogue with HE and S&T authorities.Capacity Building will be multimodal with a tailor made approach for the different targets (R&I Units, academic/researchers & HE authorities). R&I Units will be in charge of their replication for generating impact and benefit at national level. Networking events will be organised to bring together HE & authorities to foster mutual dialogue and the improvement of R&I at policy level. This will be possible thanks to the drafting of the ENHANCE White paper with recommendation for VIET R&I improvement. Dissemination of the action will be multimodal and intensive for increasing exploitation and long term impact. Excellence of the main outputs will be ensured by a well defined internal Quality Monitoring & the contribution of 2 top level external QA experts who will provide recommendations on most relevantoutputs.

Together they achieved:* Benchmarking & analysis reports (following a national survey with >4000 responses) of Vietnamese HEIs’ capacities to support students’ & graduates’ employability & entrepreneurship efforts, while gaining an in-depth understanding of five main aspects of the Vietnamese labour market* This allowed to tailor trainings to specific needs of Career Centre staff and identify areas for institutional strengthening. 5 ToT workshops & 38 replication seminars (+ visits to EU partners), significantly increased partners’ human capacities (>1000 trainees) and allowed them to create and/or redefine their career services & launch new activities* In the project’s “proof of concept” phase partners organized new “Careers Days”, created 17 online courses (an innovation for many of them) and launched new services to support their students in improving their employment, employability & entrepreneurship skills, including enterprising ideas competitions, with winners from each university participating in the national competition “Be Green!”* “Be Green!” took place during the National Conference on Graduate Employment & Entrepreneurship, itself the culmination of eight Employment & Entrepreneurship Ecosystem Forum in 8 different provinces. These 9 networking events brought together universities, labour market & policy makers, with discussions resulting in useful recommendations for the Vietnamese HE system which were gathered in a White Paper presented to MOET for consideration for their next 5-year strategy for employment & entrepreneurship support by universities* Finally, for continued collaboration and extending the impact to other universities, VEES-Net was created, the Vietnam Employability & Entrepreneurship Support Network. It was formally launched in a public event in Hanoi (Oct. 2020), and held its first Annual Meeting in Nha Trang in March 2021, together with the V2WORK final conference. All these events were live streamed on the Facebook page @veesnetV2WORK’s main results, including a model for career centres in Vietnamese universities, information on partner career centres, good practices developed and policy recommendations, were published in a report “Fostering Student and Graduate Employability & Entrepreneurship in Vietnamese Universities”, presented at the Final Conference and available – with all V2WORK publications – on the project website www.v2work.eu. V2WORK has significantly raised the visibility of university-level support for employment & entrepreneurship in Vietnam and leaves behind 8 strong Career Centres with new services for their students & graduates and a closer relationship with the labour market, as well as a solid national network to support partners’ further development and other HEI career centres in Vietnam. MOET’s support of VEES-Net, and members’ dedication, will ensure its impact & sustainability.
