    Coventry UK City of Culture 2021 is a year-long programme of cultural activities and participation. It is being delivered in a partnership between the City of Culture Trust, Coventry and Warwick Universities, and Coventry City Council. UK Cities of Culture are held every four years, the last one was Hull in 2017. What is argued as different about Coventry's year is how it is targeting its activity especially to, first, increase long-term cultural participation in the city and, second, in the belief that such cultural participation can deliver longer term social, economic and environmental benefits to the city. It is argued that the year is a 'city change model', through culture targeted at residents and citizens throughout the city. Activities are much more community-based around the city than the usual big city centre-based spectaculars. Residents are co-creating their ideas of culture and participating in all sorts of local activities in community centres, pubs, clubs, parks and streets - even a graveyard - as well the usual theatres, galleries and other venues. Given the scale, scope and nature of this 'mega-event', there is great interest as to whether Coventry's version of culture-led social and economic development will achieve the benefits and changes for the city it is seeking. Will it become a model of culture-led social and economic development? Led by the two universities, a very large range of research and evaluation studies and quantitative and qualitative data collection has been put in place to research what has happened. Much of this research is innovative in how it will collect evidence and the types of evidence it will use to see if Coventry City of Culture 2021 has made a (lasting) difference to the city. There is much interest across towns, cities and regions as to the experience of Coventry, its research and the evidence it has found - because many places are very interested in culture as a way of regenerating and/or growing their local places as places where residents and people can happily work, rest and play. One example is that twenty places across the UK have submitted Expressions of Interest to be the next City of Culture in 2025. This project will support all this research material on City of Culture 2021 to be engaged with, understood and discussed. A programme of engagement activity is targeted at those organisations and people who bid for and or spend public money on places. Both locally, like Coventry City Council and partners in the city interested in culture but, also, places around the country such as the City of Culture 2025 bidders. The aim is for them to use the new knowledge from the research on culture-led development in their plans and bids for spending on their places. These organisations have been involved in planning a range of knowledge exchange activities for the project which include activities like their own Knowledge Exchange Champions, Lightning Talks, Demonstration Events, Knowledge Cafes/Sandpits, and the facility to ask specific questions of researchers. Led by Coventry University in partnership with the University of Warwick, the project will employ a specialist Knowledge Exchange Officer for 2021 - 2022 with a budget to support this range of activities with local and regional partners such as Coventry City Council, Culture Change Coventry and the City of Culture Trust.

    The Quo VaDis project applies the latest techniques for large-scale computer-aided linguistic analysis to discussions about vaccinations in public discourse, and specifically in: social media discussions in English, UK Parliamentary debates and UK national press reports. The goal is to arrive at a better understanding of pro- and anti-vaccination views, as well as undecided views, which will inform future public health campaigns. The project will be based in the world-renowned ESRC Centre for Corpus Approaches to Social Science (CASS) at Lancaster University, which was awarded a Queen's Anniversary Prize for Higher and Further Education in 2015. An interdisciplinary project team will work in interaction with three main project partners: Public Health England, the Department of Health and Social Care and the Department for Digital, Culture, Media & Sport. The World Health Organization's (WHO) list of top ten global health threats includes 'vaccine hesitancy' - 'a delay in acceptance or refusal of vaccines despite availability of vaccination services'. Vaccination programmes are currently estimated to prevent between 2 and 3 million deaths a year worldwide. However, uptake of vaccinations in 90% of countries has been reported to be affected by vaccine hesitancy. In England, coverage for all routine childhood vaccinations is in decline, resulting in the resurgence of communicable diseases that had previously been eradicated. In August 2019, the UK lost its WHO measles elimination status. The reasons for vaccine hesitancy are complex, but they need to be understood in order to be addressed effectively. This project focuses on discourse because the ways in which controversial topics such as vaccinations are talked about both reflect and shape beliefs and attitudes, which may in turn influence behaviour. More specifically, vaccinations have been the topic of UK parliamentary debates since before the first Vaccination Act of 1840; they have been increasingly discussed in the UK press since the early 1990s; and anti-vaccination views in particular have been described as part of a complex network of 'anti-public discourses' which, in recent years, are known to be both spread and contested on social media. This project will involve the analysis of three multi-million-word datasets: (1) English-language contributions to three social media platforms: Mumsnet, Reddit and Twitter since the inception of each platform - respectively, 2000, 2005 and 2006; (2) UK national newspapers since 1990; and (3) UK parliamentary debates since 1830. These datasets will be analysed in a data-driven fashion by means of the computer-aided methods associated with Corpus Linguistics - a branch of Linguistics that involves the construction of large digital collections of naturally-occurring texts (known as 'corpora') and their analysis through tailor-made software. A corpus linguistic approach makes it possible to combine in a principled way the quantitative analysis of corpora containing millions of words with the qualitative analysis of individual texts, patterns and interactions. In this way, we will identify and investigate the different ways in which views about vaccinations are expressed in our data, for example, through patterns in choices of vocabulary, pronouns, negation, evaluation, metaphors, narratives, sources of evidence, and argumentation. We will reveal both differences and similarities in pro- and anti-vaccination views over time and across different groups of people, particularly as they form and interact on social media. Our findings will make a major contribution to an understanding of views about vaccinations both in the UK (via our parliamentary and news datasets) and internationally (via our social media datasets). Through the involvement of our Project Partners, as well as more general engagement activities, these findings will be used as evidence for the design of future public health campaigns about vaccinations.

    "Heritage science" refers to the "fascinating, rich and diverse range of scientific challenges" associated with conserving movable and immovable heritage. Its significance should not be underestimated. Heritage, through tourism, makes a substantial contribution to the economy (£7.4 billion a year), and the sustainability of that contribution depends on heritage science. In November 2006, we published a report entitled Science and Heritage in which we acknowledged that the UK had a high reputation in the field of heritage science but warned that UK standing was "under threat" and that the heritage science sector was "fragmented and under-valued". (House of Lords Science and Technology Committee (2012). Science and Heritage: A follow-up. London: HMSO p4) In 2007, on the recommendations of the House of Lords Science and Technology Committee, the Arts and Humanities Research Council (AHRC) and the Engineering and Physical Sciences Research Council (EPSRC) launched the Science and Heritage Programme to fund research activities to deepen understanding and widen participation in heritage science. During the following 7 years, this £8.1 million multi-disciplinary, collaborative Programme has funded 48 projects involving more than 300 researchers, 234 institutions and 50 industry partners both in the UK and overseas. The purpose of this Impact Fellowship proposal is to strengthen the dissemination of research activities supported by the Science and Heritage Programme, with a particular focus on developing the relationship between heritage science researchers and industry in order to promote heritage science innovation and to inform policymakers of the value of heritage science to culture and the economy. For heritage science researchers to fully contribute to public benefit and economic growth a shift in attitude by both researchers and industry has to take place to create stronger strategic links and to exploit opportunities which anecdotal evidence suggests there are industry sectors that could benefit from heritage science research and innovation. Currently, the heritage tourism industry is the best understood industry utilising heritage science research and this will be considered alongside other business sectors such as construction and property development; creative media; insurance; forensics and security and sensors and instrumentation. Through a series of workshops, face-to-face interviews and data collection and analysis, the Fellowship will identify the benefits, impacts and growth opportunities produced by heritage science research and innovation, along with the research projects that have contributed wider benefits to policy, industry and the heritage sector and the industry sectors that utilise, or could utilise heritage science research. By examining industry needs, the skills and training required by future heritage scientists to engage with industry can be identified and evidence can be provided to produce recommendations on how policy could support the development of an innovation systems framework for heritage science. This will in turn be used to promote an innovation culture among researchers and industry willing to explore the business potential of research outputs. The research will be underpinned by a number of leadership development activities including publishing commissioned articles for Research Fortnight and Research Professional. Key outputs from the research will be published on the Science and Heritage Programme website and will include: a database of projects that demonstrate the benefits and impacts of heritage science research; a case study on skills training for heritage scientists and recommendations on how policy could support the development of an innovation systems framework for heritage science.

    The CBES group at the UCL Bartlett School of Graduate Studies received its Platform Award in 2006 and the funding has facilitated a period of sustained success. Platform funding has been of critical value in helping us to retain key staff, to innovate and in providing the flexibility to be adventurous. We have also been able to enhance our knowledge exchange/transfer work and international collaboration. This has been reflected in the quality, growth and range of our activities. The Platform funding thus enabled us to establish a multi-disciplinary, world-leading research group which has dramatically increased in size, resulted in world leading academic publications, seeded a new Institute (Energy), developed new methods of interdisciplinary and systems working and won international prizes. CBES was submitted to and awarded the highest percentage (35%) of world leading rated researchers of any UK university in the 2008 Research Assessment Exercise (RAE) - Architecture and the Built Environment Panel. Building on the work directly supported or indirectly facilitated by the current Platform Grant, and also responding to new opportunities, the strategic direction of this continuation proposal represents a step change for CBES. During the period of the current Platform Grant, CBES was primarily interested in developing multi-disciplinary solutions to the practical problems of designing, constructing and managing environments within and around buildings. In the next quinquennium we will strengthen our world-leading position. We propose a strategic programme of activity in a timely new research direction - the unintended consequences of decarbonising the built environment . We aim to transform understanding of this urgent issue that will have enormous impact internationally.In order to predict the possible future states of such a complex socio-technical system, conventional scientific approaches that may have been appropriate for systems capable of being analysed into simple components are no longer applicable. Instead, we need to bring radically new approaches and ways of thinking to bear. We need to develop and extend our multi- and inter- disciplinary ways of working and be informed by modern complexity science. The initial Platform grant has helped set up a group that includes building scientists, heritage scientists, economists, systems modellers and social scientists. The renewal will enable the group to focus on this urgent problem, to develop appropriate research methods and help develop real-world solutions within the required timescale. The number of Investigators has increased from 11 at the start of the existing Platform Grant to 13 in the renewal - a vital expansion to enable the inclusion of a wider range of disciplines. Nevertheless, facilitated by Platform funding, we will now need to form a whole new set of additional alliances to support the development of our proposed work.One of the key achievements of the current Platform Grant has been the spinning off of the newly formed UCL Energy Institute (EI). CBES is thus ideally placed to benefit from the extensive and diverse range of energy demand reduction work at the EI. However, the EI is not funded to study unintended consequences and this Platform renewal will thus perfectly complement EI activity. Via Platform funding and in partnership with the EI, CBES aims to develop a new concentration of world-leading research excellence in this field. We will establish a regional hub for research collaboration with local universities which will ensure that benefits from Platform funding are felt more widely than UCL alone.

    This project proposes a radical re-evaluation of the relationship between participation and cultural value. Bringing together evidence from in-depth historical analyses, the re-use of existing quantitative data and new qualitative research on the detail, dynamics and significance of 'everyday participation', it will create new understandings of community formation, connectivity and capacity through participation. Orthodox models of the creative economy and ensuing cultural policy are based on a narrow definition of cultural participation; one that captures formal engagement with traditional cultural institutions, such as museums and galleries, but overlooks other activities, for instance community festivals and hobbies. This frame, founded historically on deficit based assumptions of the logics for state cultural support, misses opportunities to understand the variety of forms of participation and their (positive and negative) consequences. We argue that by creating new understandings of the relationships between everyday participation, community and cultural value, we will reveal evidence of hidden assets and resources that can be mobilised to promote better identification and more equitable resourcing of cultural opportunities, generate well-being and contribute to the development of creative local economies. The central research questions are: - How, historically, did we arrive at the definitions, fields of knowledge and policy frames informing notions of cultural participation and value today? - What are the forms and practices of everyday participation - where do they take place? How are they valued? And how do these practices relate to formal participation? - How is participation shaped by space, place and locality? - How are communities made, unmade, divided and connected through participation? - How can broader understandings of value in and through participation be used to inform the development of vibrant communities and creative local economies? - How do we reconnect cultural policy and institutions with everyday participation? Using a variety of methodologies, including historical analysis, qualitative work with communities of practice and use, and the reanalysis of existing data on participation and time-use, this project focuses on six contrasting 'cultural ecosystems' to investigate the connections between multiple understandings of community (geographical, elective, identity based etc), cultural value, 'cultural economy' and everyday participation. The findings from the situated case studies will inform four partnership-operated trials of new policy interventions or of professional or community practices. Throughout the project research will be integrated with key partners, stakeholder cultural and community organisations in order to evolve better, shared understandings of everyday cultural participation and the implications of this for policy makers and cultural organisations at national, local and community levels.
