EU`s democracy, peace, prosperity and innovation depend on the youth`s talents, creativity and education, thus placing it as one of the core priorities in EU. The new EU Strategy embraces renewed and comprehensive youth cooperation as an outcome of the EU`s experiences and lessons learnt in the past twenty years of its work in youth policy. As one of the most important actors for successful implementation of the Strategy and therefore, future of the young Europeans, are the non-governmental youth organizations as interlocutors for facilitating democratic participation, youth dialogue and positive change. More than half of Europe`s young people (53%) engage in activities of the NGOs and nearly one third are active volunteers which embraces the role of youth NGOs as services for civic engagement, education and employment. On the other hand, the breakup of the socialist regimes in the WB left institutional and policy vacuum disregarding youth and their potential to contribute in the transformative processes of state-building and EU integration. The significantly low participation and inclusion of young people predetermines WB youth as marginalized category–socially, politically and economically. Yet, EU`s contribution as the biggest donor in the WB and the credibility of the enlargement reinforced with the Berlin process , brought new dimension to youth issues and helped to establish more structured policy approach. In this regard, the stakes for the youth civil society and young people in general in the WB in light of the EU integration processes are exceptionally high. Firstly, youth NGOs need to fill-out the policy vacuum and contribute to greater youth engagement, connection and empowerment, and secondly, to develop organizational, managerial, financial structures and capacities to absorb the EU funds and practises. Additionally, they should establish quality professional networks on national and regional level and bridge the young people with their peers within the WB and EU, and align their practices with the key EU youth actions.Hereof, the project SETYN: Socially Empowered and Transparent Youth Network will enhance the management, governance, innovation capacity and internationalization of youth NGOs in WB and EU. In the same time, the project will establish a network in all WB countries that will cooperate strategically to promote transparent and effective governed organizations in WB. Moreover, the project will boost the cooperation and exchanges between regions, relying on the good practices and European and global experience of Mladiinfo Network composed of organizations from Montenegro, Macedonia, Slovakia and Poland to build the capacities and foster efficient management, internationalisation and leadership of youth NGOs in Bosnia and Herzegovina, Kosovo, Albania and Serbia.

Human action, like pollution and deforestation, are the key reasons for global warming and adverse climate changes. The consortium agrees that there is an urgent need for all of us individually and collectively, to become more aware of our environmental responsibilities and to find ways to climate change adaption and mitigation. Youth leaders/workers needs to raise capacities to organize quality international green youth projects, including digital skills, but also involve actively youth and citizens in ways of fighting against climate change in their respective communities. Our consortium agreed that when talking with young people about environment, green skills, youth workers/trainers have to start from inflicting some habits of green lifestyle while informing them on environmental elements, then proceed to issues like green economy, green jobs and green entrepreneurship. Non formal learning methods, such as an interactive digital map, will help in informing and promoting a nature responsible behavior of youth by providing interesting and useful information in a practical way. Green skills training of youth workers is crucial to lead other young people toward green lifestyle and jobs, which reduces the environmental impact of enterprises/economic sectors and help to avoid generation of waste and pollution. International youth exchanges are a great source of learning and personal development for youth, with a great potential for generating local impact and multiplying effect, using, among other things, digital tools. Green jobs in emerging economies/developing countries, such as Albania include opportunities for youth managers, scientists and technicians, but also can benefit a broad cross-section of the population which need it the most: youth, women, farmers, rural populations and families living in poverty. Green economy is more equitable and inclusive of all the people and countries and also a response against unemployment of young people. In the project framework, we will educate youth workers on green skills and jobs and use an interactive digital map to spread the project impact to youth and citizens at local level. We will engage at least 80 youth on exchange activities with other peers from Europe, as well as disseminate the project findings in a large-scale event. The digital tool (environmental map) is the innovation that the project will bring to the partners’ organizations and communities. It will contain information on environmental hot-spots, projects conducted by NGOs and local government, green jobs opportunities, call for projects as well as will provide a space for citizens/youth feedback on the implemented and coming projects, serving also as a tool for civic awareness and action.

The Council of Europe’s Report “Media Regulatory Authorities and Hate Speech” (2018) underlines the historical significance of media in enticing and feeding the climate of hatred and violence characterizing West Balkan’s turbulent past. The Balkans are still a primary example of media consciously or even deliberately using hate speech for sensationalistic purposes, thereby supporting it and causing its recurrence and reinforcement at the societal level. Bosnia and Herzegovina has recently taken a foremost importance as a transit node for migrants and refugees seeking entrance in EU territory, a trend which the UNHCR (2018) recognized as exponentially increasing in 2018, from the 198 arrivals in December 2017 to the 666 registered in the peak month of March 2018. The strain posed on the local relief system by this surge has contributed to a growing sense of local unrest and discontent, which national mass media have so far been able to answer by providing the public with awareness and understanding circa the phenomenon, in many instances providing an amplifier to internal currents of distrust, hate and stereotyping. From the European perspective, significant indications might be extracted from analysing media coverage about the reception and integration of migrants/refugees. The CoE in its 2017 Report “Media coverage of the refugee crisis: a cross-European perspective” underlines the role played by media in fuelling societal hate speech as consisting in an abetting/legitimacy factor to explicit hate speech brought about by shallow and sensationalistic coverage. Against this backdrop, the project explores the similarities, differences and potential synthesis among the different yet interrelated challenges faced by West Balkans countries and Europe within a transnational effort aimed at laying the grounds of a greater media literacy and critical thinking at the level of the youth and, by extension, of society as a means to provide an antidote against phenomena of hate speech and a building block of successful integration processes.
