Perhaps surprisingly, the economic foundations of urban planning have not been well developed yet. These foundations are needed to evaluate planning decisions in terms of social costs and benefits. Most land use regulations strictly control the quantity and quality of urban development, rather than influencing the price of land directly. For example, zoning rules are implemented, cultural heritage is preserved, and open land is protected. However, demand effects of these regulations are hardly investigated. The aim of this proposal is to investigate the welfare economics of urban planning from a theoretical and empirical perspective. Urban planning is defined as interventions of local governments that influence the size and composition of the spatial economy. Economic theories of land use planning are developed and tested using rich unique micro-datasets, which enables me to verify which aspects of urban planning increase or decrease social welfare. First, I investigate what are determinants of regulatory restrictions, by modelling restrictiveness as an outcome of a political economy game between owners of developed and undeveloped land. Using spatial equilibrium models and a search-matching model, I will then investigate the causal impacts of land use regulation on the urban economy by looking at different aspects of urban planning: cultural heritage, public housing and height restrictions. Using unique data, the hypotheses derived from the theoretical models are studied in two highly regulated countries: England and the Netherlands. Distributional effects of regulation are also investigated, so I will examine who benefits or suffers the most from urban planning. The findings generated by this research are not only relevant for economists, but also carry over to fields as urban planning and economic geography. The results also have important implications for policies.

We aim to investigate the effects of different policies on housing affordability. We will gather data and provide a descriptive historical analysis on housing affordability for the Netherlands, Denmark and England. Then we will analyse the efficiency, effectiveness and distributional implications of various housing market policies aiming to improve housing affordability. In particular, we will concentrate on public housing, rent control, and urban renewal and supportive housing for the homeless.

In een recente studie heeft het Planbureau voor de Leefomgeving onderzocht wat de woningbouw-mogelijkheden zijn binnen de bestaande stad, afgezet tegen de regionale woningbehoeftes. De focus lag daarbij op het analyseren van de fysieke en omgevingsrechtelijke ruimte die in principe nu al beschikbaar is voor woningbouw. In het debat over deze studie in de nationale vakbladen keerden regelmatig vragen terug over de financiële haalbaarheid van verschillende vormen van verdichting. Daarnaast gaven diverse grote steden aan behoefte te hebben aan een meer specifieke blik op de daadwerkelijke mogelijkheden en maatschappelijke baten van woningbouw binnen hun bebouwingsgrenzen. In dit SURF Pop Up project willen we de financiële (on)mogelijkheden van verdere stedelijke verdichting onderzoeken. De centrale onderzoeksvragen daarbij zijn: welke financiële factoren bepalen de haalbaarheid van binnenstedelijke woningbouwprojecten en hoe variëren die door de ruimte? We doen dit onderzoek samen met het Planbureau voor de Leefomgeving, de gemeente Den Haag en gebiedsontwikkelaar BPD (voorheen bouwfonds). De studie bestaat uit drie onderdelen: - een case-study naar de (maatschappelijke) kosten en baten van stedelijke verdichtingsprojecten in Den Haag; - een algemene inventarisatie van de (transformatie)kosten die gemoeid zijn met verschillende typen van binnenstedelijke woningrealisatie gebruikmakend van bestaande literatuur en kentallen uit de transformatiestudie die BPD nu opzet; - regionale verkenning verdichtingsmogelijkheden o.b.v. veralgemeniseerde bevindingen uit de case studie, literatuurstudie en ruimtelijk modelleer instrumentarium PBL.
