Consumer demand for local, environmentally friendly and healthy products is growing. However, collaboration between the agricultural and maritime sectors is weak. Local policies and actions to promote local products very rarely, if ever, deal with land and sea products together, even though there are a number of common problems: an increase in the average age of professionals, sectors not very attractive to young people, difficulties in accessing the market, under-appreciation of products, lack of managerial, marketing and communication skills, etc. LandSea was developed from the shared observation of a lack of capacity of the territories and their actors to promote traditional activities of the land and sea. Indeed, the promotion of the agricultural sector (activities, products) and the maritime sector (fishing and breeding) is separately approached. It is a question of learning to renew the links and decompartmentalise the interventions of the actors of the territory. In all the territories covered by the project, initiatives have been carried out to promote only local rural products, but the producers have only benefited from communication support and not from capacity building. This lack of skills has been identified as a factor of weak local initiatives and higher value-added activities. Faced with the increasing ageing of local fisheries and aquaculture actors and the low attractiveness of these jobs, particularly for young people, it is necessary to strengthen their capacities and the ones of actors in the land and sea sectors in order to encourage innovation and the creation of new income-generating activities. The LandSea project responds to unmet needs in the project territories in terms of capacity building for actors, particularly in terms of promotion and involvement in the territories. The need to add value to products is the same for both land and sea. These two sectors have common elements to enhance such as short circuits, enhancement of know-how, local production, etc. and often encounter the same problems, in particular pollution, the drop in productivity, the ageing of the profession, etc. LandSea addresses the needs of different target groups a) future mentors: adults and organisations in the green and blue economy through training programmes capable of strengthening the entrepreneurial spirit of young people, local developers, project leaders, farmers, breeders, fishermen, and developing new joint entrepreneurial initiatives in their territory; b) adult workers linked to the rural and maritime economy (including those directly involved in agricultural and fisheries production) wishing to train to develop their entrepreneurial skills, but also young adults belonging to marginalised/underrepresented groups for better social and economic inclusion, through entrepreneurship and self-employment in the green and blue economy sector. c) other VET actors and the maritime and agricultural sector to improve the professionalisation of workers and to move towards qualitative exploitation through complementary activities with high added value.<< Objectives >>The project aims to provide free online access to innovative training contents to strengthen the capacities and skills of local actors (and training centres) wishing to jointly valorise land and sea products so that they can become mentors, local ambassadors or resource persons of the local heritage of these local products. The aim is also to raise awareness of the need for joint promotion and the opportunities that this can bring to the project territories (Bulgaria, Cyprus, Spain, France, Greece, Italy) and even more so throughout Europe. The development of entrepreneurship, possibly collective, is presented as a solution allowing income-generating activities and a dynamic of the territory because it responds to a growing demand from consumers. The impacts of the project will be the following:Among the target groups:- Improved accessibility to training resources (contents, methodologies, etc.) on the green and blue economy and local development dynamics, - Increasing professional skills and knowledge in the areas of the blue and green economy, entrepreneurship and sustainable local development approaches,- The improvement of learning methods through innovative training materials;- The promotion of the cultural diversity of the European Union as the guide will promote 7 discovery tours of the partner countries;- Improving competitiveness and entrepreneurship, employability in these regions and living conditions- Reducing the unemployment rate among young people- Stimulation of the green and blue economy in the project territories and in other coastal regions of the Mediterranean basin (Southern shore, Black Sea)At local, regional and national level:- professionalisation of the agricultural and maritime sectors, taking into account these two dimensions in the Mediterranean and Black Sea: Bulgaria, Cyprus, Spain, France, Greece and Italy- technological development and improvement of competitiveness through the promotion of new local, regional and/or national projects jointly or on societal, environmental and economic issues of the green and blue economy sectors.thus allowing :- the appropriation of local development approaches, particularly in favour of employment,- the strengthening of local economies in rural and maritime regions through a joint approach to traditional land and sea-based activities, particularly where unemployment is high- the development of the common maritime, rural and agricultural heritage- the initiation of a sustainable local development approach and a better management of local resources, At European and/or international level: - Improvement of knowledge in the use of ICT for professionals in the project sectors at European and/or international level- Professionalization of the sectors at European and/or international level- Promotion of diversification of activities and preservation of local resources- Raising awareness at European and international level on the need for a common and cross-sectoral approach in the green and blue economy sectorsMoreover, the methods and activities developed can be transferred to other territorial contexts that lend themselves to transnational, intercultural cooperation and a participatory approach to solving common problems of territories linked to the rural and maritime world.<< Implementation >>The activities to be implemented will be the following: R1 - LandSea training contents on the joint valorisation of land-sea productsR1A1 - Construction of a skills grid and a training curriculum based on the needs analysis and the results of the Local Stakeholder Committee (LSC) meetingsR1A2 - Development of training contents according to the expertise of each partner, in particular on the green and blue economy, sustainable development, circular economy, environmental issues; entrepreneurship (procedures and management); sustainable marketing (communication, tools); available funds and financing; cooperation and territorial dynamics (local animation), short circuits, diversification of activities, tourism, etc. R1A3 - Development of self-assessment quizzes so that each learner knows which module to focus onR1A4 - Translation into all languages for increased availability of the training in 6 languages (EN, FR, BG, GR, IT, ES)C1 - A 3-day training workshop will take place in Bulgaria for 14 adults, future mentors, based on the contents of R1 in order to become local facilitators, capable of initiating the joint land-sea valorisation process in their territory. This training activity will allow to evaluate and give qualitative feedback on the contents developed.R1A5 - Revision of contents following C1.R2 - LandSea methodological guideR2A1 - Elaboration of the LandSea guide giving a methodology for prefiguring the LandSea discovery circuit, the guide will allow to be able to autonomously: identify the local products and land-sea know-how, as well as the heritage likely to be highlighted, define and set up the modalities of circuits adapted to the territory, conceive circuits in a participative way and finally materialize and animate the discovery circuit. R2A2 - LandSea pilot action via the collection of the characteristics of each territory with the CLPPs, the organisation of a pilot participative workshop in each territory with at least 5 participants per partner which will lead to the prefiguration of a land-sea pilot circuit (i.e. 7 circuits in total for the project)R2A3 - Finalisation of the methodological guide according to the feedback from the participants in the pilot action and with the finalised pilot circuits as illustration. R3 - LandSea e-learning platformR3A1 - Design and development of the platform - Collective choice of the platform on the proposal of the coordinatorR3A2 - Transformation of the questionnaire into a self-test of online skills assessment so that autonomous learners on the online platform know which modules to focus on. R3A3 - Digitalisation of the training content to become a free online learning pathway - the training contents will be transformed to become accessible and playful, pedagogical work will be done on the existing contents as well as illustrationR3A4 - Transformation of the LandSea guide into an e-book in order to have access to each step of the methodology in an interactive way R3A5 - Construction of a virtual library: all the resources used by the project partners will be available to the learnersR3A6 - Valorisation of competences - the competences acquired through the training will give access to a certificate of participation and to competence badges. R3A7 - Revision of the platform according to the feedback of the pilot action for finalisation<< Results >>The expected results of the project are :- The availability of relevant training contents allowing to train in the valorisation of land-sea products on one's own territory in direct link with local productions for the elaboration of sustainable commercial strategies with higher added value; - This training will allow to train directly and collectively via a transnational workshop of 14 mentors in Bulgaria and will thus allow to install collective dynamics favourable to the emergence of a European citizenship based on the reciprocal knowledge of the heritage of the agricultural and maritime world of the partner countries.- The availability of a methodological guide for the joint promotion of local products from the land and from the sea, particularly through the organisation of tours and the diversification of activities via tourism. Experiments in tourism diversification will be carried out within the framework of the project: - 7 prefigured discovery tours - Participation and practical training (methodology) enabling 35 local participants to familiarise themselves with the methodology in order to reproduce it or to enhance their production towards tourism or heritage enhancement actors. - This methodological guide is based on a participatory approach and will allow the actors who appropriate it to highlight the assets of their territory and to open up to any actor interested in joining the initiative.- Free access to the previous results by digitising the LandSea training content and by transforming the LandSea methodological guide into an Ebook via a fun and practical learning platform, allowing independent training while being able to value the skills acquired via badges. - This online platform will make it possible to enhance the value of the project's results, to encourage their appropriation by a larger number of target groups and to strengthen the promotion of the added value of the activity of agricultural and maritime actors in the territory. - This platform provides access to lifelong learning. The results of the project will be available in all the languages of the partnership and in English in order to be accessible to as many people as possible. - It will allow farmers, fishermen and other economic actors in the EU and the Mediterranean basin (both in the South and in the North) to be introduced to a new way of valorising and diversifying local land-sea productions that generate new sources of income. Vocations and professional projects could be created among young people and adults (unemployed, looking for a new professional project) that would enhance the identity of their territory. All this work will help to strengthen the spirit of enterprise, and will generate new initiatives in the green and blue economy sector in a logic of sustainable development.

Circular Economy (CE) has been identified as one of the key priorities that requires attention and actions for all organisations, regardless their size. In comparison to larger corporations, SMEs have smaller capacity and less availability of knowledge and financial resources. This makes it more difficult for them to change their operations, product design, or the sourcing of raw materials. Consequently, since SMEs & micro-enterprises represent the dominant form of business organization in Europe (around 99%), the transition to a green economy without their participation could hardly be achieved. The REFRAME project will create a CE Transition Framework specifically for small and medium businesses in construction, manufacturing and crafts industry, to help them become friendlier to the environment. It will provide the EU construction & manufacturing SMEs and micro-enterprises’ employees and future employees with practical knowledge on implementing CE transition in their business. A ‘sizable, growing and active’ REFRAME on-line community will be created, with main objective the Up-to-date insight in Circular Economy, the exchange of know-how and good practices among the participants and the successful implementation of a CE transition for all SMEs and mixro-enterprises.Under the REFRAME, there will be developed:1) an Interactive Self-Rate Tool (IO1) for effectively assessing the current status of a company in relation to Circular Economy (CE) principles and strategies.2) a Circular Economy Course (IO2) that it will provide a curriculum adopted to the needs of construction and manufacturing SMEs and micro-enterprises3) an Implementation Framework (IO3) that will provide a systematic methodology for the target groups to implement a successful and advantageous CE transition4) the REFRAME iLearn Tool (IO4), which will be an Open Educational Resource and will include all the above. The target-groups of the project are divided into main and secondary.Main target-groups:1) Construction, crafts and manufacturing SMEs’ owners/managers/personnel with up to 100 employees & micro-enterprises2) (future) employees of manufacturing SMEs (Unskilled, Adept, Skilled)3) VET centres/trainers/consultants4) experts that support companies with CE processes (internally or externally)Other target-groups (secondary):manufacturing SMEs associations, university/college students, municipalities and cities The target groups and the participants will be involved at every stage of the project implementation in order to assure that their needs are always adequately and fully addressed, since they will benefit directly from the project outcomes. The REFRAME partnership is composed by 6 partners from 5 EU countries, Greece, Cyprus, Portugal, Bulgaria and Hungary. They will all give an added value to the transfer of the project's products, thanks to their experience in Circular Economy, the Environment protection, in training sector, in digital technologies and in international cooperation.

These results show a clear need for education, lifelong learning and upskilling for adult migrants (Eurostat, 2018). As explained by Eurostat (2015), the working age of the migrant population (15 to 64 years) is 78% of the total and migrants in the EU are mostly in the 18 to 35 age range The percentage of unemployed rate in the different countries of those born outside EU is: Italy 12,7%, France 14,6%, Spain 20,7%, Germany 13,4 UK, the lowest one, 5,2%. Yet the global COVID-19 pandemic has disproportionately affected vulnerable communities, including third-country nationals across the EU. The employment rate among migrants has dropped since the virus outbreak. In Spain, for example, unemployment in the migrant population had risen to almost 25% by early September 2020. The disproportionately high incidence on immigrants is also notable in Sweden, where 58% of recently unemployed since August 2019 are immigrants. In Austria, Norway and Germany, more than a third of the newly unemployed are migrants or foreign nationals. As one of the tools to combat unemployment and social inclusion, entrepreneurship is high on the EU political agenda. It is also a key competence in the European Reference Framework on Key Competencies for Lifelong Learning (2006) updated in 2018 https://eurlex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:52018SC0014&from=EN. Within this framework, the entrepreneurship 2020 action plan is a blueprint for decisive joint action to unleash Europe's entrepreneurial potential, to remove existing obstacles and to revolutionize the culture of entrepreneurship in Europe as pointed out in the document ""the missing entrepreneurs 2017 - policies for inclusive entrepreneurship"" published by the OECD in 2017. https://www.oecd-ilibrary.org/employment/the-missing-entrepreneurs- 2017_9789264283602-en.This crisis of Employment in Europe has highlighted the major role which adult learning can play in achieving the Europe 2020 goals, by enabling adults to improve their ability to adapt to changes in the labour market and society. Adult learning provides a means of up-skilling or reskilling those affected by unemployment, restructuring career transitions, as well as making an important contribution to social inclusion, active citizenship, personal development and integration. In this context, the GREEN ANGELS project is focused on the development of a tested and validated educational format to teach basic, transversal and entrepreneurial knowledge specifically applied to the field of low-skilled labour opportunities to the target group of migrants. GREEN ANGELS project aims to generate a high quality learning opportunity, incorporating the development of essential skills for self-entrepreneurship involving motivation and social inclusion activities. These skills will be developed across the curriculum by using an innovative approach that combines classical learning with e-learning and media technology 2.0 through a web portal. In this way, the GREEN ANGELS project will design an interactive educational pathway available in all the languages of the partnership for use across Europe, to upskill low qualified and socially excluded migrants/BMEs and provide them with self-entrepreneurship competences giving them the opportunity to fight against exclusion and marginalization and enter the labour market.<< Objectives >>The GREEN ANGELS project builds capacities for self-entrepreneurship and promotes social inclusion of migrants in EU countries by empowering them to enter the job market through newly acquired or updated competencies and skills. More precisely, the project supports the re-skilling or up-skilling of migrants’ basic, transversal and entrepreneurial competencies through a new upskilling pathway to build their capacities as Social entrepreneurs while fulfilling a double objective: to promote the employability of migrants, and to meet the needs of their local communities. Additionally, the transversal area of the project will promote knowledge and competences for an environmental-friendly approach to small scale business activities, in line with the needs and requirements of the European Green Deal Communication https://ec.europa.eu/info/strategy/priorities-2019-2024/european-green-deal_en. There will be a transversal module focused only on the sustainable, green and sustainable materials and products that may be used in the delivering of the service, as well as indications on the differentiated waste as well as recycling and upcycling.<< Implementation >>The Green Angels Project will implement the following activities:1.Training Curriculum and training materials: – Identification of soft, core and green skills in 5 main areas + a transversal one: people care, house maintenance, landscaping as well as ICT Skills, Community Engagement and green and sustainable materials/products. Drawing a common route on educating, motivating, orienting migrants, updating old skills or giving them new ones in self-entrepreneurship following the principle of the community enterprise to act as “Green Angels” i.e. people with important skills to provide help, assistance and services in those areas most needed by their communities. The pathway will be in English and in all the languages of the partnership.2.GREEN ANGELS Web Portal: An interactive web portal for learning and promotion of services. It will contain a knowledge hub, including the curriculum and learning materials in all the languages of the partnership.3.GREEN ANGELS Service Hub: On the web portal local entrepreneurs can offer their services and provide contact details to potential customers. This section will be the meeting point between entrepreneurs and customers.4.Report of the short staff training activity. Description of the activity carried out, implemented and developed. Evaluation of the 3-day development activity.5.Testing report: Testing the GREEN ANGELS pathway in Italy, France, Spain and 36.6 (PL)Validation of the testing activity through the preparation of questionnaires delivered ex ante, in itinere and ex post piloting to edit a report showing criticisms, positive and negative aspects.6.Dedicated Project web site, logo, information brochures7.Dissemination activities: the project will be disseminated by using the dedicated web site, the brochures, articles, press releases and dissemination meetings in each country and other local partnership meetings.8.Evaluation reports - Evaluation and quality control: following the evaluation strategy the project will be monitored and controlled to see ensure that results and activities are developed. The reports will be issued by the project evaluator (36.6 – PL).9.Project Management Plan: will be implemented at the beginning of the project. It will include a financial manual, a dissemination plan and strategy, a quality assurance plan, a monitoring and evaluation strategy detailing the project's evaluation process.10.Stakeholder forum: each partner will establish a stakeholder forum to support the development of the project, the drawing in of complementary support services. The inclusion of local stakeholders all feeds into the sustainability strategy of the project It will be composed of at least 2 people that will be involved and addressed during the project. They will meet every 6 months.11.Organisation of the transnational meetings: each partner organising the meeting at home will be responsible of the organisation. The agenda will be decided together with the applicant and agreed upon by partners. Activities, costs and facilities selected by the hosting partner and agreed upon by partners. Once again, in case of Covid 19 restrictions, seminars will be organized on line using webex and hoping conferencing software.<< Results >>Green Angels project will produce the following project results:Project Result 1- GREEN ANGELS educational pathway for sustainable entrepreneurshipProduction of a target oriented module sustainable pathway for the start-up of a self-employment activity or business for dynamic new multi-skilled green entrepreneurs. The work load will be divided among partners equally Task 1 –Sustainable pathway development. The Task Leader will prepare special templates and forms to give all the units the same structures. The duration of each module will be decided by the partnership. A specific template for the collection of ideas, proposals and suggestions for training content. Task 2 - GREEN ANGELS guidelines for pathway A guide to analyse learners' profile, the competence/skills already gained and their potential, will be created in view of tailored pathways. This hard skills curriculum will consist in the identification of basic skills, competences and knowledge necessary for the basic interventions for entrepreneurs. Partners will identify blocks of basic skills to see if it is relevant to define areas of specialisation (basic construction maintenance, basic gardening/landscaping, basic homecare maintenance service) which would lead to different kinds of businesses according to the profiles of learners and their potential. It will include performance indicators and methods to assess the knowledge skills and competences gained.Task 3 Testing the GREEN ANGELS pathway-To validate the pathway, the GREEN ANGELS model will be tested in each country and a final general report will be issued. It will concern the testing of the pathway in their own country starting from a common report model. Reports will be collected and put together in a final and common report describing the activities, results, actions, problems and central further changes suggested for the curriculum delivered through the Web portal. Participants and trainers will provide feedback and concerns to the partners. Each partner will test the programme with a group of at least 10 learners. This report will outline the process used and the main results and outputs for the organisations, staff, target groups and other stakeholders involved in the pilot delivering. Task 4: Co-Design through “Expert Committee”, Employing the method of co-design ensures the quality and relevance of the pathway for the target group and is central to its development and validation. It ensures that the training modules are developed in accordance with the needs of the target group. It has set the clock back on the attainment of international education goals, and disproportionately affected the most vulnerable. According with “UN - Policy Brief: Education during Covid-19 and beyond” more than 1.5 learners across the planet are or have been affected by lack of educational meaning due to the COVID-19 pandemic. However, vocational education and training (VET) systems are being uniquely impacted and it has received limited attention compared to other parts of the education system and is often seen as having lower status. While for mainstream schools, governments have adopted protocols to allow students to return to school, in the field of VET there is a dangerous carelessness. There is an enormous variety of tools available to teachers and trainers to create their own learning material and environments, but the vast majority of them are not VET-specific. Ready-made material with VET-specific content is much less developed. In most cases, the tools provided by public or private stakeholders focus exclusively on theoretical knowledge. There is a risk that VET learners are disadvantaged compared with learners from other educational tracks, as more efforts are put into general school subjects. This extraordinary situation is an opportunity for VET providers and learners alike to develop their digital competence.<< Objectives >>GENERAL OBJECTIVE:- Building more sustainable and resilient society in EU enhancing the delivery of education and training after COVID-19 crisis, supporting innovation and inclusion of vulnerable group. SPECIFIC OBJECTIVES:- Supporting VET providers to address teaching and learning processes through the development and implementation of new and more relevant teaching and learning approaches.- To strengthen vulnerable groups in facing the challenges presented by the recent sudden shift to online and distance learning while promoting equal opportunities among people of all backgrounds.<< Implementation >>In order to achieve the project objectives and produce the foreseen , the project structure includes several WPs. The project will identify specific needs of target groups, test, implement and disseminate new approaches and teaching methods that better meet the VET needs, including development of digital tools and training material. The results of the project will be disseminated. The project consists of 5 work packages (WP) and every work package includes several tasks. - WP 1: Project Management. This WP will ensure a smooth coordination and management and successful completion of all tasks, a proper allocation of resources within the fixed timeframe and an effective communication with the contracting European agency and all partners involved.- WP2: Project Results development. This work package will be used to develop the activities foreseen in the creation of all 4 project Results. Each result will have a specific section and belonging to the same work package the flow of activities will be more coherent: Result 1 A research and needs analysis process to identify existing models of best practice for the development of innovative VET and e-learning skills acquisition; Result 2 The design, development and testing of the Moodle platform to support the implementation of the accessible online learning. Results 3 The development ""E-book: How to increase the quality of e-learning, keep concentration high during long online sessions and using gamification resources, Based on the Results 4 ""Skills Assessment Validation and Recognition Tools"", the partners with the inputs and support of VET actors will develop the assessment, validation and recognition methods and tools to be integrated in all project Results. -WP 3: Testing. This phase during third year will be devoted to check the sustainability of the project results. Throughout the entire project will be dedicated space to the improvements of the project results through the testing phase. - WP 4: Quality Assurance: An evaluation and quality assessment plan will be created at the beginning of the project. Its aim is to have in our project excellent procedures for quality assurance and a clear understanding of each partner’s contribution to the quality of the entire project. The quality plan addresses each work package, each meeting and the project as a whole.
