During 26 months, 4 organisations from Germany, Latvia, France and the Czech Republic cooperated to create a simulation game. The four partners are active at local, regional, national and European level in formal and non-formal education sectors and our target group of educational work also consists youth and young adults. In recent years we have noticed that many young people are attracted to anti-democratic behaviour. Anti-Semitic, racist and xenophobic attitudes seem to be on the rise, we observe an increase in Hate-Speech and violence. One reason for these attitudes could be that democratic decision-making processes are perceived by young people as too complicated and not effective. There seems to be a mediation problem, as populist promises of solutions are perceived as less complex. In this project, we have developed the simulation game #Hashtag with the help of experts from the field of method development as well as trainers from the participating organisations, with which can be used on the topic of anti-democratic behaviour from youth workers and teachers. The participants are divided into small groups and simulate decision-making processes. Their ability to discuss and compromise is trained and empathy is strengthened. It is important for us to evaluate the experience well so that it can be transferred to reality and the learning processes can be illustrated. We have designed the simulation game in such a way that it can also function in the narrow time frame of the school context, and we give examples of preparatory and follow-up exercises.A manual in German, English, French, Latvian and Czech has been produced in which we give both the theoretical basics and concrete pedagogical instructions. In addition, we have produced two videos that present the simulation game and the pedagogical explanations in English. The four participating organisations went through an intercultural process with the help of the Erasmus+ programme, we adapted our pedagogical realities to each other in order to create the common product in our respective cultural backgrounds.Together we developed a work plan divided into four phases: research and methodology development, testing and adaptation, the transcription of the results, the creation of an educational film and finally the dissemination of the results.

Despite significant superiority over the younger generation in the form of greater life knowledge and experience, people aged 50+ often undergo a gradual marginalization. The reasons are multiple, but one of them definitely is digital exclusion which not only causes one’s economic but also personal losses – leading to withdrawal from life, less confidence and worse understanding of the fast-changing reality. On the other hand benefits people aged 50+ can get from sufficient digital skills, e.g. using the Internet, are numerous: i.a. better chance of finding a job, more friends, higher level of general trust, engagement in the life of local communities, higher self-esteem, more active participation in culture, in general – higher quality of life of particular people, but also whole societies.Learning, especially lifelong learning, is no longer associated with the traditional education system only, and teaching is no longer the sole province of schools. Widening the circle of institutions offering educational activities by adding NGOs, informal groups and cultural institutions can support innovations and new approach to learners. 6 partners from Czech Republic, Italy, Lithuania, Poland, Slovenia and Sweden that work with adults and are fully aware of the importance of continuous learning within this group, decided to join their efforts for the common aim - to increase knowledge and skills of their staff through exchange of experience and good practices in the area of culture and adult education, in order to develop the project product – an offer of activities supporting development of digital skills in adults aged 50+, by means of cultural activities.Profiles of the participating organisations range from a company focusing on knowledge and transfer of innovations in the field of lifelong learning, through folk universities with a variety of educational activities and culture centres offering cultural education, to an association dealing with visual arts and languages, and new forms of communication. This diversity guarantees a wide coverage of aspects related to the chosen subject and, at the same time, allows to avoid repeating old patterns while working on common solutions and the project product. The partners will meet six times during transnational meetings, once in each partner’s country, to allow their staff to learn from each other, exchange experience and develop activities targeted at people aged 50+ with low digital skills, some of which will then be tested by the partners during local workshops. Digital skills will be shaped by adequately chosen activities in the field of broadly defined culture and arts, waking participants’ creativity and using their inborn creative potential. The project also indirectly engages other local organisations and institutions – NGOs, third age universities and other institutions working in each partner’s environment that offer support to the partners in development of the project product. Such network will support the partner organisations also in future, after the project ends.

EU is still facing lots of difficulties that put at risk the “inclusive growth” which the Europe 2020 strategy is aiming for. Even if in 2018 unemployment has returned to its pre-crisis level, it remains high in some Member States. In the euro area, the unemployment rate is 8.1% in Q2-2018. The EU area has recorded improvements in the state of employment in general and in all critical categories (people at risk of poverty or social exclusion, young and old workers, women, migrants and disadvantaged people). The 25-49 age group, despite having in general the highest employment rate, has some critical issues, first of all long-term unemployment, that represents 35% of the total unemployed (Eurostat 2020 data) and affects in particular among the most disadvantaged categories, such as low-skilled workers, migrants, women, people with disabilities. These human resources require special attention in order not to be excluded from the labor market. As reported in Joint Employment Report 2019, Italy scores “critical” on the long-term unemployment rate and Spain “weak but improving”.Last but not least, the consequences of COVID-19 pandemic on society and the EU labor market will probably lead to a sharp decrease in employability data, affecting the most disadvantaged groups of the population. According to the International Labor Organization (ILO), the economic and labor crisis caused by COVID-19 could increase unemployment in the world by almost 25 million, and unfortunately also in Europe the effects of this crisis will be heavy. For example, in Spain in just over two weeks, since the consequences of the crisis began to be felt in the economy, around 900,000 people had already lost their jobs (data from National Social Security). This situation determined the partner organizations to involve in this exchange of practice, directly and indirectly 100 adult learners (adult people between 35 and 50 years old in situation of disadvantage) and the staff of the organizations involved in the project and those working in adult education and career guidance. The project aims to develop key competences in adult population and to strengthen the network of actors in the field of adult education, training and career guidance in the participating territories, in order to favour the social and professional fulfilment and inclusion of disadvantaged adults. The specific objectives are: SO1. Raising the quality of adult learning, directly involving at least 36 participants (disadvantaged adults between 35 and 50 years old) in international learning experiences to strengthen their skills and Key Competences in a creative, innovative, non-formal learning environment.SO2. To promote the inclusion of people at risk of social exclusion, fostering their self-esteem and autonomy, strengthening the attitude to lifelong learning and social development of 36 adults through experiences exchange with those coming from different contexts.SO3. To develop key competences of the staff of the partner organisation, sharing methodologies, tools and good practices for adult social and professional inclusion.SO4. To develop a more integrated information system in lifelong learning, guidance, training and job opportunities offered to adult population and increase the knowledge of EU Programmes for adults.SO5. To stimulate an open mind, intercultural exchange and intergenerational dialogue in at least 100 adults, fostering the development of their social skills and active participation to society. The main activities will include preparation activities, diagnosis and analysis of situation, identification and collection of good practices in the field of adult education and career guidance for adults over 35, mentoring activities, 3 transnational project meetings, 2 short-term joint staff training events in UK and Czech Republic, 2 blended mobilities of adult learners of 10 days in Spain and Italy, visibility events in each partner country, evaluation and dissemination activities. The main project outputs will be:• Project multilingual website (according to the languages of the institutions involved in the project) for sharing good practices and project's results.• Booklet with diagnosis and analysis of situation, identification and collection of good practices in the field of adult education and career guidance for adults over 35, uploaded in the project website. • Business plan/professional paths for adult learners over 35. • Video Vademecum for active participation and active job search for adults over 35.The project will have an impact at local, regional and European level, raising awareness of the importance of lifelong learning and career guidance, developing competences of adult learners and of the staff of the partner organisations, promoting social and professional inclusion of disadvantaged adults.

The management of refugee crisis is one of the most challenging problems of EU and some other countries due to its complex social, political and economic stages. This process requires rapid and effective steps to form necessary conditions for the integration of immigrants into society. In Turkey, more than 4 million refugees live in Turkey and five thousands of them accommodates in Düzce. One of the most fundamental measures to be taken for complete and durable integration is the inclusion of immigrants into labor market and ultimately economic welfare of these people. In order to learn, search, socialize, develop their abilities and knowledge for new job opportunities, get vocational educations and successfully carry out the job they find; the language barriers in front of a healthier and faster integration process have to destroyed. However, most of these people can’t get a working permission. Although a definite part can achieve a faster and easier inclusion into labor market after destroying language barriers, the other part that form the bigger part can't work due to not being able to get a work permission requiring a long process or mostly results in as negatively. Therefore, these people have to be a seasonal worker in agriculture and livestock sector or being an employer. At this point, there is a big need to develop the entrepreneurship skill of the immigrants. Within the project, we developed language modules that can carry the beneficiaries from A1 to A2 level, shared these modules via a platform, created a practical handbook for urgent help in daily situations with daily structures and dialogues and developed a comprehensive entrepreneurship training module. The outputs were designed with four related EU partner to get more innovative and international results that are suitable for the target group needs and profiles. All the good practices, experiences and innovations in partner countries was searched, the outputs were developed, then the project outputs were disseminated with local and international events. With better communication abilities, immigrants can integrate into the city they live, local people can communicate with these people more easily and all these outcomes provide a more peaceful society. With better language and entrepreneurship skills, they can now look for job opportunities, include in vocational courses and effectively work in worklife. With developed entrepreneurship skills they can be more active, equipped and create new job opportunities for themselves and maybe for other local people. These effects can be observed in all partner countries and with dissemination activities the project outputs and effects were shared at international and EU level. During dissemination and evaluation activities, it was obvious that the outputs will be effective and used by many related organizations and immigrants in order to develop their langauge and entrepreneurship skills.
