A relevant reason for their permanent discrimination is their low education level. Due to that the disadvantages are especially obvious in the education sector. A real segregation exists. Of course, actual education deficits, discrimination, prejudices and clichés of the majority population as well as missing motivation, self-chosen isolation and the lack of self-knowledge of Roma are responsible for their limited access to education and employment. A large threshold for the access to education and employment, however, is the missing prove of their informally and non-formally acquired competences. Therefore, the recording, assessment and acknowledgment of those competences of Roma were the centre of our project. This way, it contributed to the implementation of the national Roma Integration Strategies in the partner countries as part of the Europe 2020 Strategy, particularly to the increasing of the employment rate and the reduction of the threat of poverty of Roma.""YouthCompass"" was realised by partner organisations from Germany, France, Hungary and Romania and aimed concretely at the modification of the French Model of Competence Balance for Roma between 14 and 25 years. After the successful test, this target group obtains now tools for their new professional orientation, career planning and the improvement of their employability. They enable them for the first time, to get a clear picture of themselves by self-evaluation, to plan on this basis a realistic future and to build-up motivations for facing new challenges due to existing informally and non-formally gained competences. Education institutions, labour administrations, NGO and employers receive appropriate instruments, methods and practices to involve Roma as learners, jobseekers, employees or partners and to make their participation in education and work possible.For the exploitation of these tools Competence Councillors were needed. Therefore, nine education and labour market actors from Germany, France, Hungary and Romania were trained based on developed training material who again educated 18 additional multipliers in their countries. In order to be able to provide Competence Balance in the partner countries, two adult education institutions were certified respectively re-certified as Competence Balance Centre within the project duration. Political decision makers ensure a broad and sustainable application and use of the Competence Balance for the target group in the partner countries. For that, they work together in the local/regional Networks “Competence Balance”.Based on the concept for the implementation of mobility projects for youth workers that was developed in the project, an application was already submitted, additional training courses shall be implemented in the next years."

In addition a reference to the labour market must always be made. Furthermore psychological tests are part of the standard methods. The BdC is carried out in accredited institutions. The method of the BdC according to the French model is a procedure of the documentation and assessment of competences and is always oriented towards the individual person. So it is on the one site a step towards the international trend of the recognition of informally acquired competences, and on the other site an appropriate instrument for strengthening the responsibility of the participants. A variety of facilities in Europe operate according to the French model of the BdC. These institutions have established an European umbrella organisation - Fédération Européenne des Centres de Bilan et d'Orientation Professionnelle (FECBOP) – and defined an European Quality of the BdC according to the French model with 11 quality criteria. The project partners involved work according to the European quality criteria respectively are certified according to these.Aim of this project was the development, testing and implementation of an Europe-wide uniform education of competence balance Counsellors according the French model of the ""Bilan de Compétence"". Thereby we achieved, that nearly an European-wide uniform quality according to the French model of the BdC is aimed. The following organisations participated at the project: P0 – Bildungsinstitut PSCHERER gGmbH (BIP)P1 – Centre Interinstitutionnel de Bilan de Compétences Bourgogne Sud (CIBC)P2 – Laboratoire d’Ergologie appliquée (LEA)P3 – Universita degli Studi Roma TreP4 – Narodni vzdelavaci fond, o.p.s. (NVF)P5 – K.A.B.A. SlovenskoP6 – Fédération Européenne des Centres de Bilan et d'Orientation Professionnelle (FECBOP)For target-achievement the following work packages were implemented:WP 0: Project management WP 1: Adaptation of the European Quality criteria FECBOP WP 2: Development of an European education of competence counsellors including a curriculum and the corresponding teaching and learning material WP 3: Testing 1 – Qualification of multipliers (""train the trainer"") based on the developed curriculum WP 4: Adaptation and testing 2 – education of competence counsellors by the multipliers WP 5: Evaluation and classification according the EQF WP 6: Implementation and dissemination of the education by the networks of the partners and the FECBOP Achieved results and impact: -Available are revised European Quality criteria for implementation of the BdC. These were presented and accepted at the general assembly of the FECBOP. Thus they form the working basis for the FECBOP. The document is available in English, French and German. -Available is a curriculum for the education of certified competence counsellors with corresponding teaching and learning material in English, French and German. The documents are published on www.fecbop.eu and also on www.compcert.eu and therefore accessible to everyone. -In the frame of Testing 1, there have been educated 10 multipliers/ teachers for implementation of future educations. They are published on the website of the FECBOP as contact persons. -In the frame of Testing 2, there have been educated 29 competence counsellors in the Czech Republic, in Slovakia and Germany. In the practical part they carried out 87 BdCs. -Available is a study for the classification of the curriculum into the EQF. It is published in English, French and German. -Especially the FECBOP (as well as all project partners) will further promote the use of the education, and push on the recognition procedure by the FECBOP, in order to upgrade the quality assurance while carrying out the BdCs - Throughout the project, a continuous public relations work was carried out in print media, online portals and social networks."

Angehörigen sind die Roma die größte ethnische Minderheit Europas. Ein wesentlicher Grund für ihre permanente Diskriminierung ist ihr geringes Bildungsniveau, weshalb die Benachteiligungen im Bildungssektor besonders spürbar sind. Es existiert eine reale Segregation. Für ihren erschwerten Zugang zu Bildung und Beschäftigung sind natürlich tatsächliche Bildungsdefizite, Diskriminierung, Vorurteile und Klischees der Mehrheitsgesellschaft sowie fehlende Motivation, selbstgewählte Isolation und mangelnde Selbstkenntnis der Roma verantwortlich. Ein großes Hindernis für den Zugang zu Bildung und Beschäftigung ist jedoch der fehlende Nachweis ihrer informell und nicht-formal erworbenen Kompetenzen. Deshalb stand die Feststellung, Bewertung und Anerkennung der Kompetenzen von Roma im Mittelpunkt unseres Projektes. Es leistet somit einen Beitrag zur Umsetzung der nationalen Strategien zur Integration der Roma in den Partnerländern als Bestandteil der Europa 2020 Strategie, insbesondere zur Erhöhung der Beschäftigungsquote und zur Reduzierung des Armutsrisikos bei Roma.""ROMINKO"" wurde von Partnerorganisationen aus Deutschland, Frankreich, Griechenland, Ungarn und Rumänien umgesetzt und zielte konkret auf die Modifizierung des französischen Modells der Kompetenzbilanz für Roma ab 35 Jahre ab, da diese in besonders hohem Maß von Arbeitslosigkeit und eingeschränkten Bildungsmöglichkeiten betroffen sind. Nach erfolgreicher Erprobung, bei der 88 Roma die Kompetenzbilanz durchliefen, stehen dieser Zielgruppe nunmehr Tools für die berufliche Neuorientierung, Berufswegeplanung bzw. Steigerung der Beschäftigungsfähigkeit zur Verfügung. Diese ermöglichen ihnen somit erstmals, durch Selbstevaluierung ein klares Bild ihrer Person zu erhalten, darauf aufbauend eine realistische Zukunft zu planen sowie Motivationen aufzubauen, um sich aufgrund vorhandener informell und nicht-formal erworbener Kompetenzen neuen Anforderungen zu stellen. Bildungseinrichtungen, Arbeitsverwaltungen, NRO und Arbeitgeber erhalten geeignete Instrumente, Methoden und Praktiken, um die Roma als Lernende, Jobsuchende, Arbeitnehmer bzw. Partner einzubeziehen und ihre Partizipation an Bildung und Arbeit zu ermöglichen.Zur Nutzbarmachung der Tools brauchte es Kompetenzberater. Deshalb wurden im Projekt 18 Bildungs- und Arbeitsmarktakteure aus den Partnerländern auf der Basis eigens entwickelter Trainingsmaterialien ausgebildet, die wiederum 18 Multiplikatoren in ihren Ländern schulen. Um die Kompetenzbilanz in den Partnerländern anwenden zu können, wurden drei Erwachsenenbildungseinrichtungen im Projektverlauf als Kompetenzbilanzzentren zertifiziert bzw. re-zertifiziert. Politische Entscheidungsträger sowie relevante Stakeholder sichern eine breite und langfristige Anwendung und Nutzung der Kompetenzbilanz ab. Dafür arbeiten sie in lokal/regionalen Netzwerken „Kompetenzbilanz“ mit den Partnerorganisationen zusammen. Auf Basis des im Projekt entwickelten Konzeptes zur Durchführung von Mobilitätsprojekten in der Erwachsenenbildung wurden bereits erfolgreich zwei Trainingskurse „Kompetenzbilanz für Roma“ durchgeführt. Weitere sollen beantragt werden."
