This solution will support critical infrastructures operators and crisis managers across EU territories before, during, and after disasters. The project will involve key European Civil Protection Authorities, Critical Infrastructure Operators, technology providers, universities and security foundations to build the most relevant and effective solution. RESIST will provide (i) a multi-missions capacity, (ii) the ability to perform a persistent or an aleatory monitoring of critical infrastructures, (iii) relevant data to actualize emergency plans and strengthen critical infrastructures security, (iv) a reaction and coordination capacity, in case of the occurrence of a disaster, (v) support climate adaptation strategies and plans in place at different levels across Europe and neighbour countries (whenever applicable). The resilience enhancement of large scale interconnected critical infrastructures will be approached through three particular use cases dealing with transmission lines monitoring in Spain, electricity production and distribution infrastructure monitoring in Portugal and surveillance of a strategic hydrocarbons site in Cyprus (simulated use case).

In order to achieve this goal, the EMERITUS consortium has gathered 8 Police/Border Guard authorities from 5 countries, 4 security experts, 2 training specialists and 6 technological partners, that will be the core of the platform. The consortium will focus on the co-creation of an investigation protocol centered on environmental crimes investigation, that will orient to the creation of the geo-intelligence platform. This platform will integrate several monitoring and investigation technologies and data sources, in a single view to support Police Authorities and decision-makers. Secondly, a new training programme for Police Authorities and other security practitioners, focused on environmental (waste-related) crimes investigation and prevention, will be delivered combining both theoretical aspects and hand-on simulations to empower end-users to actually use the platform and related technologies. Such exercises will serve to validate both the platform and the protocol, via simulations based on 4 realistic use cases (heterogeneous and of growing complexity), taking advantage of the shared will of Police Authorities and Border Guards to focus on ad hoc demonstration sites, with the additional availability of partners’ simulation facilities. The validation of the platform and of the protocol will result in the successful elaboration of a set of evidence-based recommendations for policy authorities and decision-makers.

Building on eNOTICE and eNOTICE-2, eNOVATION addresses the increasing threat of Chemical and Biological threats including Toxin (CB/T) incidents, whether natural, intentional, or accidental, as well as the risk posed by "Do-It-Yourself" technologies. eNOVATION aims to expand and strengthen the network of CBRN training centres, including the CBRN Centre of Excellence in regions like the Africa Atlantic Façade (Rabat, Morocco), Central Asia (Tashkent, Uzbekistan), and South East and East Europe (Tbilisi, Georgia, and CBRN CoE partner in Armenia). The project's main goal is to upgrade the training (Trg) framework for first responders in managing CB/T incidents and evaluating on-site emerging tools and technologies for detection, identification, monitoring, and decontamination. eNOVATION introduces new Trg methods that integrate upgraded courses, AI-supported technologies, enhancing automation and user-friendliness, as well as augmented and extended reality (AR/XR). The Network will guide pre-normative research for technologies and Trg methodologies. Altogether, technologies evaluated on-site are sourced from eNOVATION partners, ENCIRCLE, and eNOVATION supplier platforms. The project outcomes aim to integrate human factors and societal considerations into emergency response, including international Assistance to vulnerable and disabled people, assessment of stockpile mobilisation for hospitals in CBRN CoE partner countries during CB/T crises. The web application “eNOVATION Cube” is central to the project: integrating an ontology-driven matchmaking process to serve as a reference and benchmark for training FR and for technologies labelled after success evaluation on-site. As a result, enhanced investigation processes and methodologies will be derived through the capabilities provided by the developed tools and solutions, and the insights obtained though the proposed Environmental Crime Observatory. The capacity of end users (including Police Authorities and Border Guards) will also be improved and will enable them to tackle such criminal activities in an effective manner based on advanced tools and solutions and also on the innovative training curricula developed using physical and/or digital twins of relevant environmental crime scenarios. Moreover, improved international cooperation will be facilitated through improved data sharing enabled by blockchain technologies, while improved regulation shaping and tuning will be supported through relevant policy recommendations. PERIVALLON will be validated in field tests and demonstrations in four operational use cases. Extensive training, hands-on experience, joint exercises, and training material will boost the uptake of PERIVALLON tools and technologies. With a Consortium 5 Police and Border Guard Authorities, 3 authorities related to environmental protection, 6 Research/Academic institutions, 8 industry partners (including seven SMEs), one EU Agency, and one Foundation, PERIVALLON delivers a strong representation of the challenges, requirements and tools to meet its objectives.
