Planning practice is puzzled by upcoming concepts of adaptability, resilience, and self-organization which present idealized visions of governance. Urban development often still takes place through traditional forms of teleocratic approaches of research and practice, characterized by its instrumental focus on goal-specific tasks, means, and outcomes rather than searching for context based adaptability under the guidance of generic principles. APRILab entails research into fundamental political dilemmas that constrain effective innovation. It focuses on three major dilemmas to conceptualize the different trade-offs for governance innovation between the extremes of self-organization and control: a) planning, between control of spatial processes and accommodation of emergent urban change; b) regulation, between instrumentalism and generic normative guidance of self-regulation; c) investment, between supply and demand driven investments. The major objectives are theoretical, practical and methodological. First, the development of a paradigmatic shift for planning practice and research (achieved through specific sensitizing concepts); second, the development of a participative methodology for dilemma exploration and innovation through the urban living lab. Third, the achievement of trans-national learning communities to systematize best practices

The challenge has to remain feasible and meaningful. The challenge in the working context has increased over the years, but was compensated elsewhere. Best persons work relatively autonomous and together at the same time. Their work spans boundaries, but civil servant often force it into strict categories. Working with allies and not too much obstruction from larger institutions are crucial conditions for reaching requisite stability. Finally, more attention should be devoted to the transfer of knowledge and competencies to a younger generation.

Systems like ChatGPT, which can hold a conversation at an (almost) human level, seem to be actually smarter, faster, and more convenient at writing text than many people. But what does AI mean for the individual? Are these systems going to replace us, and what about creativity? The responses from Big Tech are optimistic and hopeful, while the government also warns about the downsides of AI. Researchers who have dedicated their careers to AI are engaging in this project with citizens. About opportunities, threats, and a realistic perspective on AI.

Congestion, local air quality, parking; these are different challenges that, however, have in common that effective solutions require behavioural change in addition to technological innovation. This project aims to develop, test and evaluate ?smart? measures to affect behaviour. The measures are smart in the first place because they offer an innovative mix of negative and positive financial incentives, thus bypassing some of the main disadvantages of pricing (notably a very limited acceptability) and of rewarding (in particular limited budgets and induced demand). The measures are also smart because they have a highly innovative technological character, not only from the conceptual viewpoint (e.g. tradable driving permits) but also from the technological perspective (e.g. linking real time automated vehicle identification to virtual market environments). These smart measures will be studied from a multidisciplinary perspective, where forces are joined among economists, psychologists, traffic engineers and policy analysts, and will be evaluated from the perspectives of effectiveness, acceptability, and efficiency - paying attention to key urban challenges such as accessibility and environmental quality. The project has a very strong rooting in the urban reality as the case studies are undertaken jointly with Amsterdam Zuidas, Rotterdam, Groningen, and the Amsterdam ArenA area.
