The consortium of this project consists of 6 language centers (CEILs) of the Algerian universities Tlemcen, Biskra, Bejaia, Guelma, Ouargla, and Oran. The geographical coverage of the six universities is fairly representative of the Algerian territory. The Program counties are represented by 4 European universities: Sapienza de Rome, Valencienne, Santiago de Compostela and Istanbul University. The general objective of EL@N is to promote the multilingualism and the intercultural dialog through the modernisation of the teaching practices of the CEILs. The introduction of a comprehensive digital environment for language education in the CEILs. It aims at setting up an e-Learning platform that allows the networking of CEILs and both the capitalization and sharing of digital resources required for modern, efficient and interactive language learning. In addition, EL@N aims to build local capacity and the acquisition of multiple skills necessary for the development and management of a digital platform.The EL@N project aims to respond primarily to the needs of the university community, students at all levels (LMD) and faculty members and to cope with the constraints related to learning foreign languages and related problems. EL@N aims to offer adapted and on line training to different target audiences to overcome the problems of distance and time (rural areas, heavy schedule of students and staff ...), and to train learners in accordance with the specific needs of the socio-economic world and the labor market.

Within this framework, Erasmus+ and its International Credit Mobility (ICM) Scheme have represented a challenge for MENA governments and HEIs, who have felt the need to share information and best practices to develop an innovative, effective and efficient management of ICM.ICMED, though the activities carried out in its 30 months of implementation and thanks to the effective involvement of its Partners, has contributed to building Partner countries’ HEIs capacity in the field of international relations, with a specific focus on E+ ICM, thus reinforcing EU partners cooperation in the region and improving the quality of mobility flows under KA107. More specifically, the project aimed at strengthening partner HEIs staff capacity to deal with ICM & International Mobility in general, through the implementation of a comprehensive Training Programme held in the region. First, a Consultation Process was carried out with the objective to map the status of ICM implementation at institutional and regional level. This included a desk research, interviews with academic and administrative staff, as well as National Erasmus+ Offices in Partner countries; and the development of a comprehensive Training Plan. Based on the results of the Consultation process, 3 training weeks were carried out on different themes, including “Effective cooperation between EU & Partner countries towards a successful application and Instruments and services for ICM”; “Recognition mechanisms and instruments within ICM; “Beyond ICM: developing of JD/DD programmes”. A comprehensive International Mobility Toolkit was then developed to support Partners in the institutional implementation of ICM. The Toolkit includes a set of templates to be used as daily guidelines and roadmap to implement and manage ICM and potentially any other international mobility scheme. The toolkit has served as a reference to HEIs staff in the region, as demonstrated during the final conference and Train-the-Trainers event. These outputs were widely disseminated and multiplied during the Train-the-Trainers event and the Final Conference.Four Policy Briefs addressing local authorities in Morocco, Tunisia and Algeria, as well as the EC, were also prepared with the aim to contribute to the discussion on the future generation of ICM programmes (E+ 2021-27/ national programmes) and shared with key stakeholders during the Final Conference and separate meetings. At local level, MENA HEIs have widely benefited from the project results as demonstrated by Partners feedback and new actions undertaken (see other sections of the Report for further information), exploiting achieved skills and establishing new privileged cooperation forms with EU and other African HEIs; at national & EU level, local NEOs were stimulated to reflect on ICM management and implementation as well as on its potential revision and restructuring in the MENA region, with a special attention to digital innovation, blended mobility and virtual exchange.

In Africa, HE has failed modernisation, while Individuals with Impairments (IwI) are numerous and have limited access to appropriately designed HE programmes.The aim of the project is to develop accessible Distance Education Programmes (DEP) for individuals with Visual, Hearing, and Mobility/ Physical (ViHeMo) impairments. The objectives are to:• Develop accessible and inclusive DEP improving the quality of HE for individuals with ViHeMo impairments and offering flexible learning and virtual mobility• Upgrade the facilities in HE Institutions (HEIs) through accessibility offices and assistive technology resulting in modernisation of services• Build capacity in HE staff in developing and carrying out accessible DEP• Involve IwI in a user-center design The project’s innovative aspects lie in:• The development of a complete educational material in all the possible types of information output. The material will be delivered in adapted format to meet the needs of students with ViHeMo impairments.• The user-center design – the material will be examined by end-users with the purpose of further improvements.• The multi-aspect adaptation of the Distance Education (DE) delivery system – i.e. adaptations pertaining to accessibility, usability and educational effectiveness. • The overall assessment through complete DEP and the participation of end-users.The development of accessible DE programmes will benefit directly the IwI. Many of them (285) will be actively engaged in the assessment of educational materials, at least 132 in the pilot courses, and 165 in the trainings. Teaching staff (at least 550) and trainers (66) will benefit directly from their participation in the project since they will receive in-service training.

Indeed, DIGITAQ makes it possible to perpetuate the culture and management through quality assurance in Algerian universities with the help of a digital medium facilitating the collection and processing of data. The project intends to act at different levels (local, national and international), while building on the achievements and achievements of Algerian universities. The aim is to design a federative and collaborative system for managing the information generated by the activities and the quality assurance programme. Thanks to the QA platform, each stakeholder, wherever they are, can access an unprecedented amount of information. The innovative nature of the DIGITAQ project will enable decision-makers and managers of HEIs to have access to indicators grouped together in a dashboard allowing them to monitor and control all their activities.Moreover, the networking of all the Quality Assurance Commissions will contribute to developing collaboration between Algerian universities among themselves but also with European partners. The overall objective of the DIGITAQ project is to perpetuate the culture and management through quality assurance in Algerian universities with the help of a digital medium facilitating the collection and processing of data."
