The consortium will engage EU associations, CCA research groups, scientific experts, social engagement and communication institutions, innovation agencies and 1 Venture Capital Fund to co-create and validate innovative solutions, raise awareness, leverage citizens participation and promote sustainable exploitation of results towards the markets. RESIST will contribute to the EU agenda on CCA, through intervention in 3 main areas: Promote and demonstrate an innovative, more participative approach to resilience and CC adaptation in 4 demonstrator and 8 twinning regions (including 5 less developed regions in total) demonstrating >12 new solution lines, accelerating regional resilience and helping reach the adaptation-mission objectives of ‘building resilience and upscaling solutions through 100 demonstrators and accelerating the transition in 200 pilot regions and communities by 2030’ reaching already 4% and 6% of these aims by 2027, with 4 demonstrators and involvement of 12 regions Co-design and contribute to the development of new regional measures, policy instruments and social and technological solutions in 12 regions involving 22m citizens, increasing awareness/resilience by 10% and levels of green investments by 20%, reducing economic losses due to natural hazards such as floods by 14% and climate protection gap by 50%; Reduce time-to-market/risk for >100 new CCA Solutions from providers across Europe, offering them scale-up for their products.

The concept of the action is to develop a EU reference framework for establish operational synergies between Horizon 2020 and the European Structural and Investment Funds related to Circular Economy by: a) Sustaining the regional actors’ participation at H2020 The mechanism of the “vouchers”, already adopted in the past, will be reinforced an harmonized, in order to ensure common rules in EU regions and therefore encouraging to composition of international Consortia applying for circular economy projects related to the regional Smart Specialisation. b) Encouraging the entrepreneurial initiatives based on H2020 project’s results The participating Regions will agree about a specific rule in their Structural Funds giving an advantage for those initiatives targeted to the exploitation of the H2020 project results with a circular economy approach. c) Investigating the possibility of maximizing the H2020 investment through a “recovery”(fully or partial) of well ranked unfinanced proposals dealing with circular economy Even if there is a clear presence of several bureaucratic and operational barriers, a possible solution could have an impressive multiplier effect on the H2020 results. The approach of the action is to leverage on growing industry sectors in EU regions to act as a driver also for the less performing ones, through a circular economy approach, and to support the emergence of new actors in the regional economies leading to new or redesigned value chains.

For this purpose, the main European countries and regions, with roles to play in the future CSP deployment (industrial or academic stakeholders), have committed their economic resources to create big-scale funding synergies able to finance strategic CSP research. CSP ERANET aims to coordinate the efforts of Member States, Associated Countries and Regions towards achieving CSP SET Plan objectives, by pooling their financial resources to implement joint calls for R&I proposals, resulting on strategic projects with substantial volumes of investment, which cannot be allocated by individual countries or by the European Commission on their own. By pooling funds, CSP ERANET will achieve to finance large-scale projects implementing medium/high TRL research, which will accelerate the time to commercial deployment of affordable, cost-effective and resource-efficient CSP technology solutions. CSP ERANET constitutes a public-public partnership gathering 11 representatives from Member States, Associated Countries and Regions which have committed more than 9 million EUR public fund for launching the Cofund joint calls for proposals and more than 6 million EUR for the additional call to finance transnational research actions. During the 5 years of CSP ERANET the consortium intends to pool together financial resources from multiple countries, the Commission and the private sector, in order to invest more than 36 million euros (Cofund + Additional Call) in researching for innovative CSP solutions. This investment will finance 8 topics which were selected among the 12 R&I topics defined in the CSP Implementation Plan produced by the SET Plan temporary working group (TWG) on CSP.
