The project will: (i) assess current urban greening policy processes within six European cities and co-create solutions that use citizen observations to complement existing data ecosystems and decision-making; (ii) support the validation and long-term inclusion of active and passive data from citizens for urban environmental monitoring within authoritative data streams, including GEOSS & Copernicus; (iii) Mobilize and empower communities through widespread participation in issues of public interest surrounding urban green infrastructure; (iv) develop a community of practice around topics related to the use of citizen observations for urban planning to foster knowledge exchange and develop capacities across multiple sectors; (v) produce flexible and innovative governance solutions to help scale-out inclusive urban green transitions in support of the European Green Deal and UN Sustainable Development Goals; and (iv) promote recognition, adoption and trust of citizen observations and other novel data ecosystems for environmental monitoring to trigger innovation within public institutions. The project is coordinated by IIASA, who led the WeObserve project, and involves partners from previous successful H2020 citizen observatory projects and as well as six cities (Athens, Cascais, Dundee, Mannheim, Riga Utrecht) that are willing to embrace new data streams for urban greening planning and policy making and to fully engage with citizens including marginalized and vulnerable groups. Urban ReLeaf is also supported by technology partners and those with strong links to Copernicus and GEO.

The platform will allow integration of these heterogeneous data and will offer services at building scale, enabling the generation of high fidelity multi-modal digital twins and at city scale providing decision support services for energy demand prediction, urban heat and urban flood analysis. The services will enable the identification of environmental hotspots that increase pressure to local city ecosystems and raise probability for natural disasters (such as flooding) and will issue alerts and recommendations for action to local governments and regions (such as the support of policies for building renovation in specific vulnerable areas). BUILDSPACE services will be validated and assessed in four European cities with different climate profiles. The digital twin services at building level will be tested during the construction of a new building in Poland, and the city services validating the link to digital twin of buildings will be tested in 3 cities (Piraeus, Riga, Ljubljana) across EU. BUILDSPACE will create a set of replication guidelines and blueprints for the adoption of the proposed applications in building resilient cities at large.

This will be achieved through: - Facilitation of the vertical and horizontal multi-level governance cooperation in eleven (11) European countries. - Identification of strategic policy priorities at a national level, fostering multi-level governance to capitalise on synergies and economies of scale for implementing energy efficiency and renewable energy actions. - Capacity building at local/regional level. - Development of at least 116 sustainable energy and climate policy action plans for 2050 at the local and regional level. - Development of at least 105 funding proposals for implementing sustainable energy and climate actions/projects. - Targeted promotion of the concept of carbon neutrality to at least 50,000 relevant stakeholders across Europe. - Support EU policies and initiatives, such as the Global Covenant of Mayors on Energy and Climate. C-TRACK 50 is expected to contribute considerably towards achieving the 2030 and 2050 EU energy and climate targets. C-TRACK 50 relates to the topic EE–09–2017: Engaging and activating public authorities, as it will empower local and regional authorities to develop, finance and implement ambitious sustainable energy and climate resilient plans and actions. C-TRACK 50 addresses the following two actions that are part of the topic’s scope: - Supporting public authorities to foster local integrated energy, transport mobility and land-use planning. - Supporting public authorities to foster multi-level governance, linking up national and sub-national levels for delivering integrated sustainable energy planning and projects to achieve synergies and economies of scale

By the establishment of “supporting permanent structures”, called G.PP.S. – Green Public Procurement Supporters (Supporting Units) within the participating Energy Agencies, the project implementation provides long-term support and technical assistance on GPP to the public authorities, and multi-level cooperation among different actors at national, regional and local level on GPP. The project objectives are to address the obstacles to the uptake of GPP that have been identified by the partners in their own country (context analysis) and which come from the WP2 – Institutional needs on GPP and Good and bad practices analysis in each participating country. The implementation of pilot projects, by aiming to intensively consult public administrations in the implementation of pilot green procurement process, have the scope to test on the field that are the most efficient and effective actions to provide GPP implementation and up-take. More concretely, the project aims at achieving the specific objectives, by implementing the following actions: • analysing in each participating country the existing bad and good practices on GPP; • analyzing the SEAPs in each participant country. By the SEAPs’ analysis, the consortium will find where local authorities need support for “Green” products and services (energy related); • establishing so-called G.PP.S. in Energy Agencies in 7 EU participating countries. • giving support on GPP instruments and tools • setting up and supporting sustainable training programmes (including how to finance them) and finding long-term solutions by the institutionalisation of GPP training • testing GPP application and innovation • at least 21 PA will be invited to experiment the technical support by the G.PP.S

Utilizing cutting-edge artificial intelligence and advanced analytics, the methodology will integrate data from a variety of sources to provide a holistic understanding of building operations. DATAWiSE will design and implement a scalable data architecture that ensures data quality, privacy, interoperability, and sharing, and a Data Sharing Platform that will not only ensure interoperability and scalability but will also prioritize data sovereignty to secure data handling and preserve ownership control. This will serve as a versatile solution for well-informed decision-making across planning, renovation, and sustainability domains. Through these tools, the project will offer a suite of added-value services aimed at optimizing building management in various aspects: Electrical and Thermal Flexibility Management; AI-Powered Energy Forecasting and Optimization; Smart Sustainability & Comfort Balancing for Building Occupants; Adaptive Building Risk & Resilience Assessment; Circular Lifecycle Assessment; Predictive Maintenance; Integrated Sustainability Performance Management; Smart Readiness Assessment. Besides technological innovation, the project also incorporates a supportive market and policy framework designed to offer evidence-based pathways for widespread adoption and commercialization.
