"Currently, in the European Union, about 20% of a group of pupils leave the school / education system without qualification and / or are discontinuers of the system. According to the 2014 diagnosis report ""Partnership assessment of the policy of the fight against school dropout"": ""in metropolitan France, approximately 140,000 young people leave each year from the system of initial education without a diploma of upper secondary and 620,000 of young people aged 18 to 24 are outside of any training system and without a high school diploma. "" At the same time, the PISA surveys, which measure the effectiveness and performance of different education systems, highlight an increasing gap in terms of the chances of success among students according to the category. parents and socio-economic determinants. To address this problem, and as part of the Europe 2020 strategy for a sustainable, smart and inclusive economy, the EU states have set themselves the ambition of reducing the share of young people to less than 10% of 18-24 years old without any training system and without a high school diploma. To achieve its objectives, the EU recommends, among other things, to develop new methodologies for assessing and validating skills to be acquired in formalized and non-formalized environments in order to achieve official certification of skills. To act on this last point we decided to set up this project of exchanges of good practices. It is an extension of other European projects carried out with the project partners. Indeed, since 2016 we have been working together on the social inclusion and support to employment of young NEETs. We wanted to go further and build an educational booklet that can be used, transposed and adapted in any EU country. Goals : -Share and pool our knowledge, our experiences and our reflections on the social inclusion and the accompaniment towards the employment of the young people without qualification to widen our educational approaches and requalify our methods and our educational tools. -To promote the transfer of practices between all participating countries -Instruct, throughout the exchange, the local partners of the participating countries -Construct and carry out surveys and interviews with young people without qualifications and local businesses whose jobs are in tension (lack of manpower) to know how they represent the personal and professional skills necessary to have to get a job . -Construct and carry out explanatory interviews (Cf Pierre Vermersch) with young people without qualifications to help them put into words their experience, reveal it, analyze it and formulate it in terms of skills. -Building, based on the results of the interviews, a repository of the key competences essential to have to obtain a job (from the point of view of the young person as of the company). This repository will be constructed with skills descriptors adapted to the level of the European Professional Qualifications Framework (level 1 to 4.) These descriptors will include the knowledge, aptitudes and skills adapted to our audience of young people without qualifications. -Construct and animate thematic workshops for young people (ex: My representation of the world of work / Do the trades have a sex? / Discrimination in the hiring, what to do? / The tools at the service of my insertion: CV, Europass, Competence Portfolio, etc.). -Construct a pedagogical booklet to promote good pedagogical practices from the project. - Make visible and value the work done by collectively organizing the public communication strategy. Target audiences: -the actors of the professional insertion, the social workers, the youth animators / educators, the trainers: they will be the beneficiaries of the educational booklet to accompany the young people without qualification towards the employment. -the young people without qualification: they will benefit from our accompaniment to the formalization and the recognition of their competences (narrative of life and interview of explicitation). They will also live thematic workshops to increase their knowledge and skills in related topics (my work vision, trades have sex, etc.). -the local businesses: they are the potential employers of young people without qualification. They will be asked to know their expectations in terms of essential skills to have to obtain a position (beyond the technical skills of the trade)."

Nowadays almost 20% of the young people in the European Union leave the educational system without obtaining the General Certificate of Education or drip out of the system. This is an issue depending mainly from the social inequalities, the tension between the school and family culture, the failings of the school itself as well as of the educational branches. The research done by “Program for International Student Assessment” (PISA) into the efficiency and the performance of the various educational systems make obvious how much the gap of success chances between the pupils with high social economic background of their parents and other who lack such favored starting conditions. Much as Greece id badly stricken by the ongoing economic crisis, it say at the number of the NEET young people drastically go up. According to Eurostat, in 2015, the rate of unemployed young people or young people leaving prematurely the school was 17,3%, while this rat as regards Greece id much higher (26,1%). Eurostat also reports that in Portugal and Greece the rate of increasement of the NEETs was too high in the period between 2006-2015 (more than 9%). In order to answer to the problem and keeping in with the strategy “Europe 2020” promoting a sustainable intelligent economy, and inclusive the member-states of the European Union have proclaimed the ambition to decrease by at least 10% the number of young people between 18-24 years old who are out of any educational system and haven’t obtained the G.C.E. To reach these objectives, the E.U. encourages the development of new methodologies for assessment and certification (qualification) of the competences acquired in non-formal settings of education, the end goal being the official certification of young people’s competences & skills. With a view to act positively within this frame, we have decided to launch this project centered on the exchange of good practices. It constitutes the follow-up of the European-scale project “Youtheclub.eu” implemented by our partner organizations. The project in question aims at the training, the support, the escort and the connection in a net of the young or would-be entrepreneurs. We wish to go further in this path and form thru our virtual club an on-line pedagogical manual to the interest of the young people who have given up their studies. This manual is meant to be usable and adaptable in every EU-country in connection with 4 creative mobilities which engage some young people’s educators specialized in the non-formal education and the coaching of young people in their professional insertion. The project in question aims at: - Sharing and making common the knowledge, experience and thinking of all partners who are involved in the social inclusion and the escort of unqualified young people into landing a job, so that we all could enrich our educational methods and readjust our methods and pedagogical tools. - Favoring the transmission of good practices among all the participating countries. - Involve, all along the project, local partners of the participating countries in order to support and socially integrate the unqualified young people. - Launch and realize some surveys and interview among the unqualified young people and the local enterprises whose business are under strain (owing to lack of manpower), so that we could find out which personal and professional competences prove to be necessary for landing a job. - Build, based on the interviews’ results, a reference list of the key-competences for young people in search of a job. That list should be accessible on the platform “youtheclub.eu”. - Create an on-line pedagogical manual which promotes the good pedagogical practices disseminated by the project thru our platform “youtheclub.eu”. - Make broadly known and exploit the results of the project in hand by collectively organizing a public communication strategy. Kinds of public aimed at: - The agents of the professional insertion, the social workers, the young people’s educators /animators, the trainers who will be the beneficiary of the pedagogical manual, in order for them to get instructions for better supporting young people in their search of a job. - The unqualified young people who will benefit from our supporting in the qualification and “officialisation” of their competences. They will also take part in the thematical workshops in order to enhance their knowledge and competences in the factors which promote /facilitate their own professional insertion. - The local enterprises which are likely to become the employers of the unqualified young people. They will be encouraged to identify and make known their expectations in terms of the necessary competences for hiring personnel.

Beyond the strict politics in several European countries to strike and stop the hate crimes, is being clearly, that those measures are not being enough to build a tolerant society. And because it has been visible that is not only through the law that we can solve this problematic, we believe that to build a more tolerant and inclusive society we need first to create and share a common understanding of the hate phenomenon. By sharing personal experiences, understanding the intrapersonal and interpersonal aspects of this issue and by studying the social causes and consequences that affects not only young survivors of hate speech, but also oppressors, and in ultimate case all society, we may create a deep and clear understanding of the hate speech, what can be the way to generate more effective measures to foster a society more open and inclusive for all. With this project, we aim to RAISE awareness of hate speech crimes among the community and local institutions and give support and tools to pursuit more justice and equality regarding to this subject. Is still important to keep spreading and make clear that the violation of the right to live with no fear and intimidation is a crime, as the violation of any other Human Right. Is a priority of the project to help to address diversity and promote ownership of shared values of equality and non-discrimination,finding powerful solutions to decrease hate speech crimes and to foster social inclusion creating a more aware, cohesive and inclusive society. No matter cultural, religious, gender, aged, racial differences, we look to achieve the identities’ affirmation of the youth through the work together with other youth workers, with professionals and with local institutions, giving them tools of empowerment and of support for other youth. The importance to carry this project transnational is to RAISE up the EU values and to promote awarenessof them and creating a more inclusive Europe with no hate for the differences in a mixed and diverse Europe that sometimes it shows intolerant and unstable. On a first phase of the project, investigation, analysis and consultation of data will be conducted. The findings of the IO1 activities will be published in the format of a study that will serve as the basis of subsequent project activities for all Partners. IO1 will mainly identify specific causes and consequences of hate crimes and possible exintent solutions. Secondly, we will gather professionals/ youth workers that will take an active role on the construction of a Toolbox for youth workers to build (and help to build) resilience of young people against hate speech by sharing knowledge and experience, by delivering workshops among local Partners and discussing the problematic to build a collection of the best practices and tools for the toolbox. On the third phase of the project, the Raise up training! (IO3) will be delivered with the aim of, through comics creation, the identities’s expression and affirmation of youth, including young survivors.By delivering this training, we will create a safe environment for the participants to discuss deep concernings, thoughts and feelings regarding hate speech/crimes with no fear, and encourage them to take an active role on their own communities to promote and foster social inclusion as provide tools of self impowerment and of support for other youth. For the elaboration of the Policy Recommendations (IO4), consultation sessions will be made among policy makers and local institutions. Their feedback will be crucial to make progress on the construction of this IO. RAISE! will continue to make an impact on the target groups and on our communities after the lifetime of the project due to the actions taken during project implementation to engage a significant number of multipliers across the active members of society committed to keep fostering social inclusion. We will ensure the outcomes are made available - user friendly and easily adapted for different learning environments through the website in a first instance. We will promote the benefits of the innovative ways to disseminate EU values of equality and nondiscrimination and co-production methodology via continued engagement with networks of associate Partners.
