"“In most countries there is a consensus that quality assurance systems should be developed for the adult learning sector, and especially for the non-formal sector. Most countries are currently developing or revising their legislative framework for adult learning, putting more focus on quality assurance mechanisms. In the last few years, most countries produced white papers, communications, policy proposals and lifelong learning strategies in which they emphasise the importance of quality assurance. Nevertheless, the main challenge is to implement these strategies. Experience shows that it takes a long time to build consensus on the idea and content of quality systems”. Moving from this idea, PRALINE partners have set up a double action strategy that whilst rises the awareness of the importance of investing in Quality by initiating AL providers through a “Warming-up Strategy for developing a Quality Culture"", calls for a different mind-set offering an engaging tool, based on a bottom-up approach, friendly, able to ensure a focus on learning outcomes and aware of the different/flexible needs of adult learners: Peer Review. It combines self-evaluation and external evaluation carried out by ""persons of equal standing"" with the persons whose performance is reviewed: Peers. Already implemented successfully in iVET and cVET in previous EU projects by some of the partners it has proven easy to be used and coherent with the primarily informal approaches that characterise AL at large.PRALINE has worked to develop innovative and sustainable initiatives to support Adult Learning providers, specifically those of the non-formal domain, in approaching Quality Assurance in their organization and training provision. After three years of project implementation partners and the many organizations involved in the activities are more and more convinced of the importance of a strong Quality culture, intended as aware focus on learning outcomes, sector professionals' training, resources, models of management, organizational patterns, as a way to ensure the ""possibilities for adults to access high-quality learning opportunities, regardless of gender and their personal and family circumstances"". PRALINE multi-actor Consortium from IT, LT, AT, PT, MT, HU and FR has contributed to turn quality in Formal and Non-formal AL providers into practice by:• Designing the “Warming-up strategy for developing a quality culture”, based on a in-depth desk analysis of needs and challenges of the Adult Learning Sector, also integrated by the results of two level need analysis and implemented awareness-raising activities as part of the national Executive Plans• Adapting the European Peer Review Methodology for the AL sectors, developing ad-hoc Quality Areas (Criteria, indicators and sources of evidences)• Training 17 professionals during the Transnational training for trainers• training over 80 professionals during the Training for Peers at national level • Piloting the Adapted Peer Review methodology in 15 Formal & Non formal AL providers in IT, PT, LT, MT and FR• monitoring and assessing the results of the piloting through qualitative analysis and with the involvement of AL providers, learners, stakeholder and policy makers• Producing Recommendations for developing a quality culture and implementing peer review in formal and non-formal adult learning sector, based on existing policy documents and taking into account the most recent developments at EU level• Disseminating the results to over 10.000 people. The following Intellectual Outputs have been produced:O1 Warming-up Strategy for QualityO2 Tool-Box of the European Peer Review methodologyO3 Manual of the European Peer Review methodologyO4 Qualitative Analysis on the piloting of PR in ALO5 RecommendationsThe process of transferring and adaptation of the PR methodology, by producing Quality Areas and indicators adequate to AL sector, represents an innovative contribution to the European discussion on quality in adult learning and on the possibility of developing a common overarching framework for quality in education. To this regard, PRALINE has already assessed the coherency of the developed Quality Areas with the EQAVET+ indicators. In addition, the following long-term impacts are expected:- adoption of the methodology by CPIAs in IT and other organizations in partners’ countries;- insertion of the methodology among those recognised by the newly reformed QA system in France;- insertion of PRALINE approach and adapted methodology among the good practices by the Qualification and EVT Centre in LT;- continuing of reciprocal PRs among the piloting organizations in PT and LT;- new editions of Training for Peers already scheduled, also targeting professionals from countries external to the partnership.Follow us on www.praline-project.eu and on Facebook https://www.facebook.com/pralineproject/!"

We aim to contribute to the European Green Deal, the UN Sustainable Development Goals and the Horizon Europe objectives through the development of a Geological Service for Europe, which focuses on the planet itself: the earth beneath our feet. The subsurface holds indispensable resources for European industries and opportunities to decarbonise our economy, but also requires careful management to preserve a healthy and safe living environment for Europe’s citizens. Structurally addressing the EU dimension in geological services is needed because the scale of many societally and economically relevant geological features exceeds that of individual countries. Addressing transnational and continental-scale problems requires innovation, standardisation, harmonisation as well as a shared vision. We aim to build the Geological Service for Europe based on Europe’s best practices and implement the Service with the backing of the Union. Existing geological surveys, the national custodians of geological information, have amassed huge legacies of data and information that are difficult to merge. This project will continue the harmonisation and standardisation effort initiated in earlier projects. We aim to create joint services that can support acceleration of the energy and climate transitions, as well as a larger critical mass of intra-European cooperation through convergence of our research agendas, as key steps to increase the amount and quality of results we are aiming for. A common thread in this project is innovation in ways in which subsurface information is conceptualised, organised, visualised, delivered and translated to the needs of a wide range of audiences, and the methodologies to achieve this. Building on the groundwork laid in the GeoERA program, we will scale up and out, not only scientifically, but also in involving national stakeholders in the network, in order to create support and eventually obtain a mandate for a European Service on a permanent basis.

“Governance in VET is expected to move towards a shared system with the participation of the main stakeholders and implemented at national, regional, local, institutional and sector level. The involvement of social partners as well as stakeholders such as providers and VET learners in the development, implementation and governance of VET policies should be further strengthened”. (Opinion on THE FUTURE OF VOCATIONAL EDUCATION AND TRAINING POST 2020 – Advisory Committee on Vocational Training, 3 December 2018).With reference to this up-to-date VET system analysis and according to QUANTUM project partners’ experiences, this project proposal aims at improving the relevance and efficacy of VET provision with regard to labour market needs, by setting up and testing a new model for Quality Assurance based on Quality Networks approach. Quality Networks represent a tool for effective governance in VET, being territorial and/or cross-country networks of VET providers, enterprises, local authorities, social partners and other stakeholders, which adopt a common monitoring system based on feedback loops and graduate tracking arrangements. By exploiting the European Peer Review methodology for implementing EQAVET indicators, both in formal and non-formal training domains, they will have also the opportunity to building capacity of their members.QUANTUM partners have found that having a common understanding on QA mechanisms and tools isn’t sufficient to make all the VET stakeholders actively involved in enhancing the quality provision, highlighting specific needs:- reinforcing “peer review” approach among the various key actors intervening in VET design and delivery; - building an appropriate framework in which all the stakeholders can act a profitable cooperation, learning from each other, adopting and monitoring common quality indicators, planning further developments, following the EQAVET cycle at provider level. - capacity building of VET stakeholders on how to continuously activate feedback loops and graduate tracking measures.By achieving these objectives and by using a multi-actor approach, the proposal intends also to empower VET stakeholders and to favour the professional development of VET staff, teachers and trainers, letting them acquire awareness of their role in quality assurance systems and specific competences for peer assessment. The Consortium is composed by partners from IT, PT, SK, FI and BE, including VET providers and reference national networks, public authorities in charge of the VET systems, EU-wide networks representing the interest of VET providers and enlarging the QUANTUM countries coverage. It will contribute to improve VET provision by:- developing and testing a common monitoring system based on a set of performance indicators to facilitate the adoption of feedback loops and graduate tracking arrangements, among various stakeholders;- producing a more intelligent and comprehensive picture about VET key actors training needs in the field of quality assurance and networking;- defining of specific guidelines addressed to VET key actors explaining both how to set and implement territorial and cross-country networks of VET providers and other VET key actors, and how to define a common monitoring system based on feedback loops and graduate tracking arrangements, according to EQAVET indicators and European Peer review methodology;- design and piloting of new training curricula and plans addressed to VET professionals and organisations aimed at letting them learn about Quality Network approach, EQAVET indicators and the European Peer review methodology, so to allow the implementation and the evaluation of Quality Networks at regional/national level; - through the cooperation among partners and with the Stakeholders’ Committee, creation of a multi-stakeholder network aimed at improving the relevance and efficacy of VET provision with regard to labour market relevant qualifications and companies needs.By doing so, partners will produce the following results:O1– Guidelines for VET Quality Network setting up and implementation O2 –Capacity building for Quality Networks implementation and sustainability O3 – Report about implementation and impact evaluation of Quality Networks 4 x Multiplier Events, including a Final QUANTUM Conference (national and 2 x 3-day Transnational joint staff training with 32 participants (12+20)Multi-stakeholders communication and dissemination activities By implementing the activities, the project is going to set up networks to track the outcomes of the VET provision and the trajectories of graduates in the labour market through a bottom-up approach and according to EC policies and recommendations. In this way, the project will allow the adoption of an evidence-based methodology for policy-making and for re-planning the training provision
