Z OOFunder: European Commission Project Code: 101069934Overall Budget: 2,299,940 EURFunder Contribution: 2,299,940 EURThe ambition of the TRANSFORMER project is to design long-term systemic transformation frameworks for regions across Europe in order to accelerate the shift towards climate neutrality. At the onset of the project, a conceptual framework will be developed by mapping, defining, and categorising Transition Super-Labs (TSLs). Actual TSLs will be piloted in four regions: the Ruhr area, DE, Emilia Romagna, IT, Lower Silesia, PL and Western Macedonia, GR. The project will develop a roadmap blueprint, a toolkit (incl. matchmaking mechanisms) and a knowledge hub, on the one hand to support the pilot regions but also to be applied by other regions across Europe. Moreover, an evaluation framework will be developed in order to evaluate the impact of TSLs in the TRANSFORMER pilot regions, as well as the respective tools and structures applied by the pilot regions. Project activities will be accompanied by comprehensive communicate and disseminate activities, providing (intermediate) results of the project and the activities in the pilot TSLs, providing a Hub with information, and offering training and capacity building activities for various target groups and stakeholders. Finally, an Exploitation Plan will be prepared for a long-lasting impact of the project.

Resources for innovation are currently dominated by giant tech companies in North America and China. To ensure European independence and leadership, we must invest wisely by bundling, connecting and opening our AI resources. AI4EU will efficiently build a comprehensive European AI-on-demand platform to lower barriers to innovation, to boost technology transfer and catalyse the growth of start-ups and SMEs in all sectors through Open calls and other actions. The platform will act as a broker, developer and one-stop shop providing and showcasing services, expertise, algorithms, software frameworks, development tools, components, modules, data, computing resources, prototyping functions and access to funding. Training will enable different user communities (engineers, civic leaders, etc.) to obtain skills and certifications. The AI4EU Platform will establish a world reference, built upon and interoperable with existing AI and data components (e.g. the Acumos open-source framework, QWT search engine..) and platforms. It will mobilize the whole European AI ecosystem and already unites 80 partners in 21 countries including researchers, innovators and related talents. Eight industry-driven AI pilots will demonstrate the value of the platform as an innovation tool. In order to enhance the platform, research on five key interconnected AI scientific areas will be carried out using platform technologies and results will be implemented. The pilots and research will showcase how AI4EU can stimulate scientific discovery and technological innovation. The AI4EU Ethical Observatory will be established to ensure the respect of human centred AI values and European regulations. Sustainability will be ensured via the creation of the AI4EU Foundation. The results will feed a new and comprehensive Strategic Research Innovation Agenda for Europe.

ASCEND will: - Deliver two inclusive, affordable PCEDs in Lyon and Munich; - Successfully "bootstrap" implementation of PCEDs in the Multiplier Cities of Alba Iulia (RO), Budapest (HU), Charleroi (BE), Prague (CZ), Porto (PT), Stockholm (SE); - Scale-up solution packages for a large community of cities and investors across Europe; - Disseminate our results widely to the smart cities community. Our overarching goals are to i) Make cities healthier, inclusive and climate-neutral; ii) Speed up and scale up the deployment of cost-effective PCEDs solution packages. “Getting PCEDs done” across Europe entails the following actions for ASCEND: First, large-scale demonstrations in Lighthouse Cities (LHCs), using existing knowledge built by generation of Smart Cities Projects, offering well-proven and cost-effective solutions packages, scalable by design to cities across Europe. Second, developing our solutions packages across the entire life of the district: from design to implementation and maintenance, performances must be maintained and increased thanks to an urban orchestrator aiming to coordinate the ecosystem in the long run. Third, creating a PCEDs replication wave during ASCEND in our eight partnering cities by iterating between the development of solutions packages and deployment in LHCs and Multiplier cities (MCs) during the project and not after. MCs will achieve impact by bootstrapping their PCEDs during the project. Finally, triggering a PCED wave through outcome-driven collaboration with EC initiatives, such as Climate-Neutral and Smart City Mission, Covenant of Mayor, Smart Cities Marketplace, Scalable cities but also with the deployment of City Alliances in the eight cities, targeting small cities, not used to European projects.
