    The emergency medical care in the EU is a fragmented chain including population, emergency medical services, volunteers, hospitals and cooperation with fire services, police and authorities. It needs to prepare to respond to new threats and assist casualties after security incidents. In response to this challenge, NO-FEAR proposes to bring together a pan-European network of practitioners, decision and policy makers in the medical and security fields. They will collaborate to achieve a common understanding of needs, as well as - in collaboration with academia and industries – increase the EU innovation potential that could better fill the operational gaps and recommend areas for future innovations. NO-FEAR main objectives are to: - create a long-lasting community of practitioners, interacting with a network of suppliers and academia, - elaborate an innovation roadmap, with practical recommendations for uptake, - advise relevant Research and Innovation projects, - support market uptake of EU research results, - issue policy and regulatory recommendations enabling collective procurement, - indicate priorities for standardisation; - support quick wins and practical short term results, - implement a transactional dynamic portal providing fora, a catalogue, market place and flexibility to address new threats. The project will be conducted by a consortium of 18 partners, of which 11 and the coordinator are practitioners, under the advice of the EC Community of Users. It aggregates the various dimensions of the project (acute care, operations and training), supported by the already large networks. To disseminate and exploit the NO-FEAR recommendations, an ambitious strategy will be implemented, including workshops, demonstrations and communication events every 6 months. This will enable knowledge sharing, build a common understanding and promote innovation uptake by organising technology showcases and demonstrations in a real practitioner environment.

    LAGO will deliver the foundation for a trusted EU FTC Research Data Ecosystem (RDE) to address the so-called “Data Issue” in the FCT research landscape, i.e., the lack of domain-specific data in sufficient quality and quantity to enable appropriate training and testing of the developed methods, platforms and tools. LAGO will be instrumental in identifying common barriers and subsequently providing the structural, governance and technical foundations to foster and innovate data-oriented research collaboration among LEAs, security practitioners, relevant EU agencies, academic and industry researchers, policy makers and regulators. For this purpose, LAGO will develop an evidence-based and validated multi-actor Reference Architecture for the FCT RDE for these actors to deposit, share and co-create data and tools for FCT research purposes based on common rules, protocols, standards and instruments in a trusted and secured environment. The envisaged Reference Architecture and accompanying governance framework will be based on the design principles of decentralisation, data sovereignty, data quality, openness, transparency and trust and comply with EU values and principles on data protection, privacy and ethics. The Reference Architecture will be accompanied by a TRL-7 Reference Implementation of added-value technological tools to ensure practical realisation of the Reference Architecture as multiple data spaces and across the full range of concrete usage scenarios. A Roadmap will finally provide the consolidated rules, conditions and considerations for the actual deployment of the EU FCT RDE. The ultimate ambition of LAGO is to go beyond the creation of a common repository in order to innovate the FCT data-oriented research sphere by creation the crucial foundations for the sustainable, safe and trusted creation, co-creation, sharing and maintenance of training and testing datasets for the FCT research domain.

    During large-scale natural or manmade disasters (e.g. flooding, wildfires, earthquakes) with damaged infrastructure, access to reliable, scalable, and portable energy supply is crucial for emergency response organizations (ERO). It enables the operability of Bases of Operations (BoO) during response activities and of Emergency Shelters (ES) for the affected communities. So far, no other technology surpasses diesel generators in meeting energy supply requirements for BoO and ES, despite their negative effects, including noise, heat, and greenhouse gas (GHG) emissions. Moreover, the dependence on local fuel further impacts the already disaster-stricken areas, exacerbating resource challenges faced by local communities. To address these challenges, leveraging the advances in renewable energy (RE) technology is the key to achieving true self-sufficiency and providing a low-emission power supply for BoO and ES, while mitigating the aforementioned disadvantages. POWERBASE follows a holistic capability-driven approach to address this gap and create a community of European EROs and innovative renewable energy solution suppliers. EROs will describe and validate their unmet low-emission power supply needs in functional and operational terms. At the same time, a comprehensive State of the Art (SOTA) analysis will map market-ready and emerging RE technologies. In the following open market consultation, requirements, and SOTA will be communicated to solution providers. Through its procurement strategy and end-user driven needs, POWERBASE establishes the ground for the future adoption of existing and emerging RE technologies that can enable the transition towards a low-emission, reliable, self-sufficient, mobile power supply for ES and BoO contributing to EU Green Deal 2050 target of 55% GHG emission reduction. This transition will also significantly improve the accommodation conditions of emergency responders, sheltered people in ES, and acceptance within local communities
