Our vision of the European City Facility (EUCF) is one where European cities have their say on how the EUCF financial support will be used to meet their needs and help them overcome barriers they face in financing and implementing their ambitious energy and climate strategies. The ultimate objective of the EUCF is to build a substantial pipeline of sustainable energy investment projects across cities in Europe. This will be achieved by providing targeted financial, technical, legal and capacity building support to overcome critical barriers, develop credible investment packages and mobilise finance. Delivering this will require organisational, technical and financial innovation, in particular to bridge the capacity and capability gap for small and medium-sized municipalities. The specific objectives are to: - Provide hands-on locally rooted technical and financial expertise, inspired by ‘best in class’ European practice, to cities to deliver at least 225 credible and scalable investment concepts (hereafter referred to as IC) which should trigger more than EUR 320 M of public and private investment. - Build the capacity of at least 450 public authority staff to develop substantial project pipelines and provide them with tools, networking and knowledge transfer opportunities which will facilitate and accelerate the IC implementation, including via innovative financing mechanisms and project aggregation. - Facilitate access especially for small and medium-sized municipalities to private finance, EU funding streams and similar facilities (e.g. ESIF, H2020-PDA, Elena-EIB) and advisory services such as the EIB Advisory Hub to realise and amplify the expected investments. - Use the successful IC and knowledge of EUCF beneficiaries to reach out to more than 8,000 cities and communities, encourage replication and catalyse further action across European cities.

EEW4 aims at supporting the engagement of the public sector at all governance levels (Call Part A + partially part B): Supporting public authorities to implement the Energy Union. EEW4 intends to develop narratives for national, regional + local levels. They are key for higher levels of implementation. They combine the aim of decarbonization of EU’s economy with other benefits of energy efficiency, which increase broad acceptance in society for other reasons than climate protection: air quality, modernization, job creation, energy security. Thus, policy instruments are embedded into overarching narratives showing wider benefits for each context. • EEW4 helps MS to fulfil their obligations under EED, taking into account narratives from all across EU. • EEW4 will develop narratives for local, regional and national authorities. • EEW4 addresses all governance levels: the national and EU levels are reached via parliamentary events, surveys with administration representatives; the regional and municipal levels via the network partners Borg&Co/eceee, FEDARENE + EnergyCities. • EEW4 will address all sectors of energy efficiency to represent the full range of benefits. • EEW4 will continuously disseminate project results. It will use stakeholder input for a broad fact base and return the results for testing + dissemination. • EEW4 will enhance political commitment at MS level by creating a broader understanding of the multiple benefits of efficiency. Analysis on poor implementation levels showed, that often in political communication no genuine benefits were used to explain the need for efficiency. Instead, it was referred to ‘enforcement’ of EU directives, an exogeneous matter rather than an intrinsic case. EEW4 aims at breaking this cycle by presenting adequate narratives, case studies on good practice (how to combine policy instruments with supportive narratives), key policy recommendations how to build narratives, by parliamentary, regional and local events.

The need: Despite their climate action, mission signatories still face major challenges in climate adaptation planning and implementation. Among specific needs to address the challenges and facilitate adaptation actions, the largest single need identified by 72% of the signatories was ‘knowledge’, replicated across most countries, geographical locations and types of regions. Strengths of the consortium: The REGILIENCE+ Consortium has demonstrated over the past 3 years its capacity to work together in providing coordination and support to climate adaptation Innovation Actions, as well as contributed significantly to the development of the Climate Adaptation Mission, the Mission Portal (e.g., inspiring and contributing to the tools database and the funding database). Expected outputs: Improved knowledge via 150 solutions in the form of case studies, adaptation options and tools included in online inventories (preferably Climate-ADAPT) and 70 multilingual communication products, services, and activities. Envisaged outcomes: Inclusion of inventory updates in mainstream climate adaptation knowledge platforms, and Use of communication products, services, and activities by MIP4Adapt, National organisations and initiatives (including National Adaptation Hubs), Regional and Local authorities, and other entities addressing climate adaptation. Established procedures for the inclusion of inventory updates are in place and used beyond the timeline of REGILIENCE+. Aimed impacts: Smarter, swifter and more systemic adaptation in European regions and local communities, due to improved access to and replication of available and actionable solutions.

REGILIENCE aims to foster the adoption and wide dissemination of regional climate resilience pathways, following a demand-driven approach and bearing in mind the expertise and knowledge acquired, as well as the solutions available from Innovation Packages and other sources. It will implement the LC-GD-1-3-2020 RIA project results on the Innovation Packages. REGILIENCE will provide coordination by developing a needs survey covering the 50 most vulnerable regions in the EU, which will be shared and matched with Innovation Package projects, 2 citizen surveys and the development of an indicator set for regional resilience, including its testing. We will furthermore review and foster synergies of 30 online platforms to improve their performance and usability for regions and communities. In terms of support, REGILIENCE will provide wide dissemination of the solutions and approaches within networks, regional authorities and key stakeholders, including civil society organisations and citizens. Overall, we plan for almost 700 specific activities with an estimated audience of 100,000 individuals, including 8 large network events, 52 workshops/webinars, 30 twinning, 300 helpdesk, 10 testing, and 40 media activities, amongst others. These aim to share experiences, learn from failure, provide guidance and disseminate knowledge and tools which will be developed by REGILIENCE, such as the Resilience Fundamentals Course, a citizen Resilience Scan Tool, information about resilience funding and financing, including recommendations for the inclusion of climate resilience in the national and regional plans for the EU Recovery Package and the Multiannual Finance Framework, on overcoming barriers and obstacles, maladaptation and the running of 10 tests for innovative public-private partnership approaches. Complementary to wide dissemination, we plan to facilitate the replication of Innovation Packages in 10 additional vulnerable and low-capacity regions.

HIROSS4all Project will develop and implement an innovative integrated home renovation service (IHRS) for private residential buildings in two districts in the Basque Country (Spain) and subsequently replicated within the region. The project develops an economically viable business model that brings together active citizen engagement and an innovative financial instrument, making the service suitable for vulnerable populations. The local one-stop-shop pilots will be managed and coordinated by the Basque Government. Specific objectives: -Foster energy efficiency building upgrades, on vulnerable districts. -Minimize logistical, financial, administrative and legal burdens caused by a complex and multi-stakeholder home renovation process -Ensure that building retrofits consider the social dimension by incorporating security, comfort, and improved accessibility for Basque citizens to further improve the quality of life of vulnerable population. -Design a scalable operating model to the district offices, and ensure the replicability of the one-stop-shop service, at both the Basque Country and the EU-level. -Create strong and reliable public-private partnerships for the provision of the service. - Identify and overcome regional-local collaboration barriers inherent to home renovation services. -Increase homeowner and regional partner awareness of the multiple benefits of energy efficiency, including health, wellbeing, comfort, job creation and energy poverty alleviation. For achieving this issue a consortium consisting on 9 partners (GV, EVE, GNE, DEBEGESA, VVMM, FEDARENE, ZABALA, G6 and HOUSING-EU) has been assigned. It is a well-balanced group with different backgrounds and complementary expertise and skills, covering the full value chain.
