    The surface urban transport infrastructures - our roads, cycle ways, pedestrian areas, tramways and railways - are supported by the ground, and hence the properties of the ground must control to a significant degree their structural performance. The utility services infrastructure - the pipes and cables that deliver utility services to our homes and which supports urban living - is usually buried beneath our urban streets, that is it lies below the surface transport infrastructure (usually roads and paved pedestrian areas). It follows that streetworks to install, replace, repair or maintain these utility service pipes or cables using traditional trench excavations will disrupt traffic and people movement, and will often significantly damage the surface transport infrastructure and the ground on which it bears. It is clear, therefore, that the ground and physical (i.e. utility service and surface transport) infrastructures exist according to a symbiotic relationship: intervene physically in one, and the others are almost inevitably affected in some way, either immediately or in the future. Moreover the physical condition of the pipes and cables, of the ground and of the overlying road structure, is consequently of crucial importance in determining the nature and severity of the impacts that streetworks cause. Assessing the Underworld (ATU) aims to use geophysical sensors deployed both on the surface and inside water pipes to determine remotely (that is, without excavation) the condition of these urban assets. ATU builds on the highly successful Mapping the Underworld (MTU) project funded by EPSRC's first IDEAS Factory (or sandpit) and supported by many industry partners. The MTU sandpit brought together a team that has grown to be acknowledged as international leaders in this field. ATU introduces leaders in climate change, infrastructure policy, engineering sustainability and pipeline systems to the MTU team to take the research into a new sphere of influence as part of a 25-year vision to make streetworks more sustainable. ATU proposes to develop the geophysical sensors created in MTU to look for different targets: indications that the buried pipes and cables are showing signs of degradation or failure, indications that the road structure is showing signs of degradation (e.g. cracking, delamination or wetting) and indications that the ground has properties different to unaltered ground (e.g. wetted or eroded by leaking pipes, loosened by local trench excavations, wetted by water ingress through cracked road structures). For example, a deteriorated (fractured, laterally displaced, corroded or holed) pipe will give a different response to the geophysical sensors than a pristine pipe, while wetting of the adjacent soil or voids created by local erosion due to leakage from a water-bearing pipe will result in a different ground response to unaltered natural soil or fill. Similarly a deteriorated road (with vertical cracks, or with a wetted foundation) will give a different response to intact, coherent bound layers sitting on a properly drained foundation. Taking the information provided by the geophysical sensors and combining it with records for the pipes, cables and roads, and introducing deterioration models for these physical infrastructures knowing their age and recorded condition (where this information is available), will allow a means of predicting how they will react if a trench is dug in a particular road. In some cases alternative construction techniques could avert serious damage (e.g. water pipe bursts, road structural failure requiring complete reconstruction) or injury (gas pipe busts). Making this information available will be achieved by creating a Decision Support System for streetworks engineers. Finally, the full impacts to the economy, society and environment of streetworks will be modelled in a sustainability assessment framework so that the wider impacts of the works are made clear.

    National infrastructure (NI) systems (energy, transport, water, waste and ICT) in the UK and in advanced economies globally face serious challenges. The 2009 Council for Science and Technology (CST) report on NI in the UK identified significant vulnerabilities, capacity limitations and a number of NI components nearing the end of their useful life. It also highlighted serious fragmentation in the arrangements for infrastructure provision in the UK. There is an urgent need to reduce carbon emissions from infrastructure, to respond to future demographic, social and lifestyle changes and to build resilience to intensifying impacts of climate change. If this process of transforming NI is to take place efficiently, whilst also minimising the associated risks, it will need to be underpinned by a long-term, cross-sectoral approach to understanding NI performance under a range of possible futures. The 'systems of systems' analysis that must form the basis for such a strategic approach does not yet exist - this inter-disciplinary research programme will provide it.The aim of the UK Infrastructure Transitions Research Consortium is to develop and demonstrate a new generation of system simulation models and tools to inform analysis, planning and design of NI. The research will deal with energy, transport, water, waste and ICT systems at a national scale, developing new methods for analysing their performance, risks and interdependencies. It will provide a virtual environment in which we will test strategies for long term investment in NI and understand how alternative strategies perform with respect to policy constraints such as reliability and security of supply, cost, carbon emissions, and adaptability to demographic and climate change.The research programme is structured around four major challenges:1. How can infrastructure capacity and demand be balanced in an uncertain future? We will develop methods for modelling capacity, demand and interdependence in NI systems in a compatible way under a wide range of technological, socio-economic and climate futures. We will thereby provide the tools needed to identify robust strategies for sustainably balancing capacity and demand.2. What are the risks of infrastructure failure and how can we adapt NI to make it more resilient?We will analyse the risks of interdependent infrastructure failure by establishing network models of NI and analysing the consequences of failure for people and the economy. Information on key vulnerabilities and risks will be used to identify ways of adapting infrastructure systems to reduce risks in future.3. How do infrastructure systems evolve and interact with society and the economy? Starting with idealised simulations and working up to the national scale, we will develop new models of how infrastructure, society and the economy evolve in the long term. We will use the simulation models to demonstrate alternative long term futures for infrastructure provision and how they might be reached.4. What should the UK's strategy be for integrated provision of NI in the long term? Working with a remarkable group of project partners in government and industry, we will use our new methods to develop and test alternative strategies for Britain's NI, building an evidence-based case for a transition to sustainability. We will analyse the governance arrangements necessary to ensure that this transition is realisable in practice.A Programme Grant provides the opportunity to work flexibly with key partners in government and industry to address research challenges of national importance in a sustained way over five years. Our ambition is that through development of a new generation of tools, in concert with our government and industry partners, we will enable a revolution in the strategic analysis of NI provision in the UK, whilst at the same time becoming an international landmark programme recognised for novelty, research excellence and impact.

    The Innovative Construction Research Centre (ICRC) is dedicated to socio-technical systems research within the built environment, with particular emphasis on through-life performance in support of the client's business operations. Our vision is for a research centre that not only supports the competitiveness of the architectural, engineering, construction and facilities management sectors, but also supports societal needs for built infrastructure and the broader competitiveness of the UK economy. The domain of enquiry lies at the crucial interface between human and technical systems, thereby requiring an inter-disciplinary approach that combines engineering research methods with those derived from the social sciences. The ICRC's research portfolio is organised into six themes: (1) Integration of design, construction and facilities management. Concerns the through-life management of socio-technical systems within the built environment. Topics of consideration include: integrated logistic support, design for reliability and systems integration for building services. Of particular concern is the way that firms within the supply chain are integrated to provide solutions that add value to the client's business. (2) Knowledge management and organisational learning. Addresses the means of supporting knowledge flows across extended supply chains and the extent to which procurement systems learn across projects. Of particular importance is the design of learning mechanisms that extend across organisational boundaries. Also investigates the degree to which the construction sector can learn from other sectors, i.e. aerospace, automotive, retail, defence. (3) Human resource management and the culture of the industry. The construction sector is too often characterised by regressive approaches to human resource management (HRM) with little emphasis on developmental to support innovation. Of particular importance is the concept of 'high commitment management' that has emerged as a central component in the quest to link people management to business performance. Any attempt to improve HRM practices in the construction sector must also recognise cultural barriers to the implementation of new ways of working.(4) Innovative procurement. Includes legal, economic and organisational aspects of procurement systems. The last twenty years has seen a plethora of new procurement methods seeking to encourage different behaviours and allocations of risk. Many such initiatives experienced significant reality gaps between technological intent and resultant behaviours. Of particular importance in the current context is the notion of performance-based contracting which seeks to reward parties on the basis of building performance.(5) Innovation in through-life service provision. Most innovation in facilities management (FM) is concerned with service provision rather than the design and construction of the built asset. The inclusion of FM-service provision reflects the ICRC's strategic focus on through-life issues. The shift towards service provision is reflected in practice through procurement approaches such as PFI/PPP. But the issue has a wider significance as construction contractors increasingly embrace service philosophy. (6) Competitiveness, productivity and performance. Focuses on techniques for performance improvement, coupled with a broader emphasis on competitiveness and profitability within the marketplace. Techniques for performance improvement include: process mapping, benchmarking, value management, risk management and life-cycle costing. Also seeks to assess the competitiveness of the construction sector in comparison to other countries, and to achieve a broader understanding of the economic context within which firms operate.

    Our national infrastructure - the systems of infrastructure networks (e.g. energy, water, transport, waste, ICT) that support services such as healthcare, education, emergency response and thereby ensure our social, economic and environmental wellbeing - faces a multitude of challenges. A growing population, modern economy and proliferation of new technologies have placed increased and new demands on infrastructure services and made infrastructure networks increasingly inter-connected. Meanwhile, investment has not kept up with the pace of change leaving many components at the end of their life. Moreover, global environmental change necessitates reduced greenhouse gas emissions and improved resilience to extreme events, implying major reconfigurations of these infrastructure systems. Addressing these challenges is further complicated by fragmented, often reactive, regulation and governance arrangements. Existing business models are considered by the Treasury Select Committee to provide poor value but few proven alternative models exist for mobilising finance, particularly in the current economic climate. Continued delivery of our civil infrastructure, particularly given current financial constraints, will require innovative and integrated thinking across engineering, economic and social sciences. If the process of addressing these issues is to take place efficiently, whilst also minimising associated risks, it will need to be underpinned by an appropriate multi-disciplinary approach that brings together engineering, economic and social science expertise to understand infrastructure financing, valuation and interdependencies under a range of possible futures. The evidence that must form the basis for such a strategic approach does not yet exist. However, evidence alone will be insufficient, so we therefore propose to establish a Centre of excellence, i-BUILD, that will bring together three UK universities with world-leading track records in engineering, economics and social sciences; a portfolio of pioneering inter-disciplinary research; and the research vision and capacity to deliver a multi-disciplinary analysis of innovative business models around infrastructure interdependencies. While national scale plans, projects and procedures set the wider agenda, it is at the scale of neighbourhoods, towns and cities that infrastructure is most dense and interdependencies between infrastructures, economies and society are most profound - this is where our bid is focussed. Balancing growth across regions and scales is crucial to the success of the national economy. Moreover, the localism agenda is encouraging local agents to develop new infrastructure related business but these are limited by the lack of robust new business models with which to do so at the local and urban scale. These new business models can only arise from a step change in the cost-benefit ratio for infrastructure delivery which we will achieve by: (i) reducing the costs of infrastructure delivery by understanding interdependencies and alternative finance models, (ii) improving valuation of infrastructure benefits by identifying and exploiting the social, environmental and economic opportunities, and, (iii) reconciling national and local priorities. The i-BUILD centre will deliver these advances through development of a new generation of value analysis tools, interdependency models and multi-scale implementation plans. These methods will be tested on integrative case studies that are co-created with an extensive stakeholder group, to provide demonstrations of new methods that will enable a revolution in the business of infrastructure delivery in the UK. Funding for a Centre provides the opportunity to work flexibly with partners in industry, local and national government to address a research challenge of national and international importance, whilst becoming an international landmark programme recognised for novelty, research excellence and impact.

    Compared to many parts of the world, the UK has under-invested in its infrastructure in recent decades. It now faces many challenges in upgrading its infrastructure so that it is appropriate for the social, economic and environmental challenges it will face in the remainder of the 21st century. A key challenge involves taking into account the ways in which infrastructure systems in one sector increasingly rely on other infrastructure systems in other sectors in order to operate. These interdependencies mean failures in one system can cause follow-on failures in other systems. For example, failures in the water system might knock out electricity supplies, which disrupt communications, and therefore transportation, which prevent engineers getting to the original problem in the water infrastructure. These problems now generate major economic and social costs. Unfortunately they are difficult to manage because the UK infrastructure system has historically been built, and is currently operated and managed, around individual infrastructure sectors. Because many privatised utilities have focused on operating infrastructure assets, they have limited experience in producing new ones or of understanding these interdependencies. Many of the old national R&D laboratories have been shut down and there is a lack of capability in the UK to procure and deliver the modern infrastructure the UK requires. On the one hand, this makes innovation risky. On the other hand, it creates significant commercial opportunities for firms that can improve their understanding of infrastructure interdependencies and speed up how they develop and test their new business models. This learning is difficult because infrastructure innovation is undertaken in complex networks of firms, rather than in an individual firm, and typically has to address a wide range of stakeholders, regulators, customers, users and suppliers. Currently, the UK lacks a shared learning environment where these different actors can come together and explore the strengths and weaknesses of different options. This makes innovation more difficult and costly, as firms are forced to 'learn by doing' and find it difficult to anticipate technical, economic, legal and societal constraints on their activity before they embark on costly development projects. The Centre will create a shared, facilitated learning environment in which social scientists, engineers, industrialists, policy makers and other stakeholders can research and learn together to understand how better to exploit the technical and market opportunities that emerge from the increased interdependence of infrastructure systems. The Centre will focus on the development and implementation of innovative business models and aims to support UK firms wishing to exploit them in international markets. The Centre will undertake a wide range of research activities on infrastructure interdependencies with users, which will allow problems to be discovered and addressed earlier and at lower cost. Because infrastructure innovations alter the social distribution of risks and rewards, the public needs to be involved in decision making to ensure business models and forms of regulation are socially robust. As a consequence, the Centre has a major focus on using its research to catalyse a broader national debate about the future of the UK's infrastructure, and how it might contribute towards a more sustainable, economically vibrant, and fair society. Beneficiaries from the Centre's activities include existing utility businesses, entrepreneurs wishing to enter the infrastructure sector, regulators, government and, perhaps most importantly, our communities who will benefit from more efficient and less vulnerable infrastructure based services.
