NOTIONES is a Latin lemma meaning “notions, ideas, investigations, cognisance” and therefore refers to “being informed”. The Call requires (a) to build a network of practitioners from security and intelligence services of EU MS & AC that has the objective (b) to support the needs of the security and intelligence services of the MS & AC for future security research programming. To address these requirements, NOTIONES consortium includes: (a) 15 practitioners from military, civil, financial, judiciary, local, national and international polices, coming from 9 EU MS and 6 AC. These practitioners, together with the other consortium members, grant a complete coverage of the 4 EU main areas: West Europe (PT, ES, UK, FR, IT, DE, AT), North Europe (FI, DK, SE, EE, LV), Middle Europe (PO, SK, UK), Middle East (IL, TR, GE, BG, BA, MK) for a total of 21 countries; (b) experts in security research programming. The NOTIONES’ S&T Coordinator is one of the 50 members of ESRAB and of the 64 members of ESRIF, the two Committees charged by the EC to outline its funding policy related to security research programming. In addition to that, the NOTIONES’ consortium includes 5 partners of PYTHIA and SOLOMON (Z&P, EXPSYS, ICSA, BDI, LESO), the two projects outlining the EDA/EC future defence research programming. The monitoring of technologies and the definition of requirements and recommendations for their industrialization will provide a great advantage to practitioners in the fields of intelligence and security. Through an iterative cycle, the output recommendations will be synthesized into specifications that can be provided to industry and academy across Europe, providing tangible benefits to those organisations engaged in intelligence and security. The results of the NOTIONES project, which has a lifetime of five years, will be presented to the broad intelligence community in workshops and conferences and will contribute to the definition of further security and intelligence research

SPARKUP proposal is motivated by the pressing need to address the increasing risks posed by CBRNE threats, particularly in the Southern CEE region. This region faces unique challenges due to its proximity to the ongoing conflict in Ukraine and other geopolitical instabilities. The urgency to strengthen the region's preparedness and response capabilities is paramount, necessitating a robust approach to research and innovation in the field. SPARKUP seeks to bridge gaps in the European Research Area (ERA) by enhancing the interoperability of careers across academic and non-academic sectors, thereby improving the employability of R&I talents. By fostering greater collaboration and knowledge exchange SPARKUP aims to create a more dynamic and integrated research ecosystem. By enhancing career prospects SPARKUP not only contributes to the retention of top talents within Europe but also ensures that researchers are better equipped to address the complex challenges posed by CBRNE threats. The project aims to deliver a strategy that includes a targeted upskilling programme designed to equip researchers and innovators with the necessary skills to excel in their careers. This approach not only boosts employability but also ensures that the next generation of CBRNE experts is capable of responding effectively to the specific risks faced by the Southern CEE region. The project is structured around three main pillars: (1) Comprehensive talent development and circulation activities will be launched to swiftly force collaborations of academic and non-academic sector. (2) The project will establish the groundwork for sustainable talent management and R&I capabilities within the region's leading CBRNE academies through organized knowledge transfers and shared infrastructure. (3) A Center of Excellence will be established at UCPS, positioning it as a flagship institution in the Southern CEE region for talent development, R&I support, and cross-sectoral knowledge exchange.

In response to evolving risk landscapes, governments and international organizations have adopted comprehensive programs to enhance preparedness and response capabilities. Building on eNOTICE and eNOTICE-2, eNOVATION addresses the increasing threat of Chemical and Biological threats including Toxin (CB/T) incidents, whether natural, intentional, or accidental, as well as the risk posed by "Do-It-Yourself" technologies. eNOVATION aims to expand and strengthen the network of CBRN training centres, including the CBRN Centre of Excellence in regions like the Africa Atlantic Façade (Rabat, Morocco), Central Asia (Tashkent, Uzbekistan), and South East and East Europe (Tbilisi, Georgia, and CBRN CoE partner in Armenia). The project's main goal is to upgrade the training (Trg) framework for first responders in managing CB/T incidents and evaluating on-site emerging tools and technologies for detection, identification, monitoring, and decontamination. eNOVATION introduces new Trg methods that integrate upgraded courses, AI-supported technologies, enhancing automation and user-friendliness, as well as augmented and extended reality (AR/XR). The Network will guide pre-normative research for technologies and Trg methodologies. Altogether, technologies evaluated on-site are sourced from eNOVATION partners, ENCIRCLE, and eNOVATION supplier platforms. The project outcomes aim to integrate human factors and societal considerations into emergency response, including international Assistance to vulnerable and disabled people, assessment of stockpile mobilisation for hospitals in CBRN CoE partner countries during CB/T crises. The web application “eNOVATION Cube” is central to the project: integrating an ontology-driven matchmaking process to serve as a reference and benchmark for training FR and for technologies labelled after success evaluation on-site. This will have a direct impact on research, operational, and policy processes while supporting the sustainability of the netw

A methodology for tracking and analysing the needs for standardization and certification harmonization thorough the project life cycle will be defined and enforced, which will allow the early identification of issues related to the conceptualization, design, implementation, integration and deployment of tools for support the EU disaster resiliency; which will be facilitated by a complete consultation strategy to the different stakeholders that are expected to act at each capability development phase, ranging from providers to end users. On these grounds H2020-VALKYRIES will develop, integrate and demonstrate capabilities for enabling immediate and coordinated emergency response including search and rescue, security and health, in scenarios of natural/provoked catastrophes with multiple victims, with special application in cases in which several regions or countries are affected and hence greater interoperability being required. H2020-VALKYRIES will propose both design and development of a modular, interoperable, scalable and secure platform, which will allow the integration between legacy solutions and new technologies. The platform will be able to deploy services and dynamically adapt its behaviour, as the emergency requires it. A series of use cases and demonstrators will be developed placing an emphasis on cross-frontier and cross-sectorial BLOS (Beyond Line of Sight) scenarios, where the usual communications infrastructure could have been damaged, and emergency response teams are deployed without an accurate view of the operation environment

The aim of the SAT2Rescue project is to strengthen the use of satellite communication by government institutions and non-governmental organizations, in particular in the areas of response to natural and man-made disasters, optimization of emergency services activities, and telemedicine in humanitarian aid. Infrastructure and services under the GOVSATCOM initiative will be used. As part of the project, a telecommunications satellite terminal will be built, which: • It is portable and mobile: compact dimensions, flat electronic antenna and rugged, durable form allow it to fit in a vehicle, boat or carry in a backpack. • It allows you to establish reliable communication (voice and data transmission), even in the absence of a cellular network signal or outside the range of a terrestrial radio communication system. • It is fully automatic: when turned on, it locates itself using GNSS (including Galileo), locks on to a satellite (in both geostationary and low Earth orbit) and controls the antenna to track it. It can also dynamically switch between satellites without interrupting the connection • Enables you to establish and maintain a connection even while on the move (e.g. while driving) • It is resistant to GNSS signal jamming and spoofing • Provides the ability to divide a single satellite communication channel into independent virtual networks (Software Defined Networking) Usage scenarios will be defined, including: mountain and sea rescue and rescue operations in urbanized areas after disasters. Application software will be developed for rescue operations management centers, providing a situational picture of the operation, integrating geoinformation and weather data, image data from the Copernicus system, and geotag data collected via the Galileo system. The system will be demonstrated according to usage scenarios.
