In Europe, this eco-tourism development is an economic issue both for countries and regions with natural capital still preserved, in particular for certain remote outermost regions (French Guiana for example), and for the territories already very popular which want to preserve the natural spaces remaining by a better controlled approach to tourism development. This is why a number of eco-labels and various training resources have been developed for several years for European tourism players to promote sustainable tourism and tourism practices compatible with the fragility of the natural environment. However, to date there are few support and training solutions on a European scale that are adapted to the constraints and needs of accommodation providers located in natural areas: remoteness, organizational constraints incompatible with training methods in face to face, need for concrete and immediate solutions rather than theoretical content ... In addition, the supports provided within the framework of eco-labeling approaches (WWF Gite Panda for example) require a high degree of activism and commitment, which is beyond the reach of most managers. Finally, among the existing training or support offers, few of them are also reaching a better level of training for tourists visiting these natural areas. This targeting of tourists is however essential to the development of individual and collective behavior of people accommodated eco-compatible with the fragility of the areas that welcome them. The ECO Hosting.net project is the result of cross-reflection between European operators in training, tourism and local development. These players wish to offer a common European response to the challenges of training and support for tourist accommodation providers in fragile natural areas and their customers, stemming from the capitalization of experiences and diverse regional situations: very isolated Guyanese forest, Greek islands subject to both to strong environmental and tourist constraints, mountain areas, etc.ECO Hosting.net brings together 5 European operators experienced in the field of training engineering, non-formal education, development of sustainable tourism and environmental education: the Sud Concept Amazonie cooperative, specialized in training engineering, who has supported tourism operators in Guyana, the GAL Molise in Italy, local development agency, the MKP (Greece), environmental education association, Karpos (Greece) experienced in non-formal education through multimedia, and the training organization AidLearn, (Portugal) which has contributed for 10 years to the training of Portuguese and European tourism operators on the theme of sustainable tourism. These 5 partners will build a new European offer of quality training aimed jointly at two target audiences: managers of tourist accommodation in natural areas, and tourists who frequent them.ECO Hosting.net productions will offer:1. An environmental self-diagnostic guide, allowing managers and teams of tourist accommodation to identify their weak points and their margins for progress with regard to environmental issues (water, energy, waste, etc.). Manageable independently, it allows the host to become aware of his training needs and build his career.2. ECO Hosting.net training content for target audiences:- For tourists who wish to train in eco-compatible behavior by preparing their stay in accommodation located in a natural area, educational videos dedicated to eco-friendly actions to adopt, and information and training content on environmental themes requiring eco-citizen behavior.- For accommodation managers, a series of thematic chapters, taking up the axes of the self-diagnostic guide, and structured as follows: environmental issues, technical, social, managerial solutions available, feasibility, costs, etc. These chapters are supplemented by a series of animated tutorials illustrating examples of solutions.3. An E-Learning platform accessible to all, putting ECO Hosting.net content free and interactively. It is the main training medium, since the project is essentially aimed at independent learning. All productions are available in 5 languages (English, French, Greek, Italian, Portuguese).

However, the European harbor cities do not necessarily benefit from the same tourist interest: they are appreciated for their infrastructures and conveniences (marina, transport, trade, hotel capacities), serve commonly as a base for the organization of the tourist stays, and are more rarely considered as tourist destinations by themselves.Yet, these cities have a rich heritage that is often poorly known, representative of a major history and urban culture: architecture linked with traditional, industrial or military activities from the Middle Ages to the present day (warehouses, customs buildings, wharves , etc.), intangible heritage (music, popular traditions, fishing techniques, etc.), naval heritage, ... which bears witness to a history still present. These once prosperous cities and popular neighborhoods have not always known or been able to highlight their wealth and are, wrongly, often neglected by tour operators, tourism professionals, and by the tourists themselves who see them mainly as a place of passage or an element of picturesque scenery to eat.Tourism professionals, like all locals in contact with visitors, do not have the necessary tools to make these places attractive to visitors. Moreover, the appropriation of this heritage by actors and inhabitants, necessary to ensure its conservation and long-term development, also deserves appropriate techniques and tools. The ""Heritage Harbor Story Telling -HHST"" project mobilizes 6 European partners - tourist organizations, cultural associations, training organizations - in 4 European port cities: Bastia (Corsica, France), split (Croatia), Piraeus (Greece) and Catania (Sicily, Italy). It is coordinated by the Office of Intercommunal Tourism Bastia.HHST aims to develop a tourism and social approach for the enhancement of port heritage, by strengthening the social and heritage skills of professional and volunteer actors who contribute to the port activity: entrepreneurs, fishermen, traders, tourist offices and guides, heritage development associations, residents ... The reinforcement of these skills will be based in particular on heritage interpretation training adapted to the profiles of the public and to the specificities of port heritage, which for a large part is part of an economic history still alive. The objective is to make all these actors ambassadors of the heritage of their ports, by valuing the complementarity of the points of view and the competences and constituting multi-thematic discovery paths where each actor constitutes a resource person. All professionals and citizen volunteers willing to work or simply develop an active citizen engagement on these sites will have new tools to bring a cultural experience to visitors.By making it possible to develop the attractiveness of these neighborhoods and increase the length of stay of visiting visitors, this new competence of professionals and local tourism stakeholders will benefit port cities more generally. The HHST project proposes to respond to issues raised by developing:- a participatory method for the appropriation and tourism development of this ""hidden"" heritage,- a stakeholder training framework based on a strengthening of heritage knowledge, the transmission of the contributions of heritage interpretation, the development of communication and mediation techniques applied to port heritage,- An online training tool, to sustain the training process,- An application of these methods and training contents through the creation of 4 cultural tourism routes aimed at discovering port heritage in the 4 partner cities.Cooperation between actors in Euro-Mediterranean port cities makes it possible to integrate the common historical and functional elements of port heritage into the training method and content. In the long term, it also enables the development of a real European network of tourism projects aimed at enhancing the heritage of ports and built from the same participative method. Finally, the transnational approach contributes to the emergence of an active European citizenship based on the reappropriation and enhancement of a common heritage."

This discovery and development of heritage are still insufficiently used vectors for the development of citizenship and entrepreneurship of young people. In particular, rural youth, especially the most vulnerable among them, tend to reject the cultural elements that bind them to their territory and know little about the value of the heritage that surrounds them.At the same time, the cultural heritage, tangible or intangible, is a basis for the identity of rural territories and is often threatened with extinction because of lack of transmission and of process of reappropriation adapted to the younger generations. Yet this heritage is a concrete support for the development of an active European citizenship at the same time as a source of jobs for young people with little or no qualifications. The partners of the YCARHE project wished to develop methods and tools for the educators in charge of non formal education of young people, particularly in rural areas, to support and improve activities based on the discovery and valorization of heritage. The project also aims to encourage the immersion of young Europeans, especially those from rural areas, into non-formal heritage-oriented collective activities that contribute to the development of their citizenship. The project brought together 6 partners (3 youth organisations -UAC, AMESCI, ACII- and 3 cultural and / or environmental education associations -Udruga Brac, CHI, MKP) in 5 countries (Bg, Cr, Fr, Gr, It ) to respond in a global and interdisciplinary manner to these multiple observations. In order to reach these objectives, the project has implemented a series of complementary activities:- Development of a European Quality Reference System (O1) to guide the training and action of youth workers and rural heritage facilitators on the theme of non-formal education in heritage and citizenship. This framework defines pedagogical principles for the action of youth workers and proposes innovative pedagogical methods such as the use of NICTs or the principles of Heritage Interpretation. It also proposes a series of non-formal education activities to be implemented by youth workers around 3 axes of work: Discovering the rural heritage with young people / Understanding and analyzing the heritage with young people / Engaging young people in intercultural group activities for the promotion of heritage.- This frame of reference was used as a basis for the development of an online resource and training platform (O2) for youth workers. Available in 6 languages and accessible from the project's website (www.ycarhe.eu), this platform explains in a didactic way the pedagogical principles of the reference system and gives access to 35 examples of illustrated activities, structured according to the 3 axes of intervention of the reference system.- 4 transnational learning activities were carried out:• A training of trainers (C1) for youth workers was conducted in September 2016 in Greece. It allowed to present and discuss the axes of the reference system, to test and enrich a first series of activities.• 3 learning workshops (C2 to C4) for young people from the 5 partner countries, mobilizing 35 young people, 15 of them with fewer opportunities. These workshops had a twofold purpose: to train young Europeans to be active in the promotion of heritage, as future youth organization leaders in their territories, and to test with educators trained during the C1 workshop the key concepts and activities developed in the frame of reference and the resource center.- An active strategy of dissemination of the results based in particular on the organization of 5 national multiplier events and communication actions implemented by each partner (two specific tools - Facebook and website-, relayed by the communication tools of the partners).YCARHe directly mobilized 25 youth workers and 35 young people from 5 countries, including 14 in isolation, school dropout or social marginalization. The training and resource platform is available in 6 languages, free to use. It is currently the subject of information campaigns by the partners in each territory, relaying the information developed during the multiplier events.

It is inspired by an innovative Norman experimental device territorially called Enerterre, which it facilitated the change of scale. The initial objectives were to set up a multiplier network of local actors from 4 countries so as to be able to support, organize and carry out renovation projects for and with inhabitants in a precarious situation. The project guidelines were based on the orientations of the EU 2020 strategy: smart, sustainable and inclusive. The skills of the partners have been mobilized to share good practices and train future multipliers of the system. The objective of ecological and sustainable renovation of ordinary housing, particularly built in earth, was supplemented by the preservation of know-how, the improvement of comfort, and the reduction of the ecological footprint. In order to achieve this, 3 main intellectual productions (IP) have been created and disseminated. The main achievements of these productions are:•(PI1) The argument aimed at highlighting the strengths of the system in order to convince local players of the benefits of the Enerterre system. It includes an analysis of local contexts and benchmarking of training as well as a collection of recommended tools to adapt and promote the system according to local contexts. They aim to present the main messages to be put forward to convince potential multipliers or local actors of the interests of the system in their particular context and make them want to get involved in the process.•(PI1) The charter, defending the principles and values of the Enerterre system and then of the Hands for Homes network, makes it possible to perpetuate the commitment of actors wishing to join in the continuity of the system. This definition of principles is intended to be signed by all the new multipliers of the system, so as to guarantee the consistency of their project with the initial vision of the French system.•(PI2) One ""Enerterre"" site identification and preparation guide, which allows future multipliers to be guided on the implementation of actions to renovate vernacular housing and in particular land housing for people in difficulty. It includes annexes on PFRA strategy and frameworks and on PFRA implementation. This guide allows local actors to understand the different aspects and needs of the system in order to apply it in their territory.•(PI2) Fifteen experimental participatory projects in 5 territories. The objective of carrying out 6 experiments including at least 4 replications in each of the participating countries before the end of the project has been exceeded. The experimental projects allowed the partners to test the feasibility of the device in their territorial context and thus to trace the differences in contexts in order to feed the creation of the guide.•(PI3) One competency repository, which covers the formalization of an Engineering training coordinator. In each context, the skills specific to the conduct of an Enerterre project have been identified.•(PI3) The training of 16 coordinators of Enerterre projects, including 4 trainer-tutors, which can lead to the issuance of ECVET ""build in earth"". At least one partner in each country was able to pass on its know-how, and learners were given the opportunity to benefit from European certification. The three trainings that took place during the project were as follows:•C1: Greece, April 2018, 7 participants - Training in local adaptations of the ""Enerterre"" device;•C2: France, May 2019, 18 participants - How to lead projects and mutual aid projects to fight against precariousness in housing;•C3: Spain, February 2020, 19 participants - Tools for the development of the HELPS project, the Hands For Homes network and participatory eco-construction sites. The various experimental projects that have emerged across Europe are as follows:•An experiment in Italy, which took place on 16/17 and 18 September 2019 in Casalincontrada•Two experiments in Greece:oOne in Chania in September 2018oOne in Tsivaras in May 2020•An experiment in Spain, in June and July 2019, in Seville•In France, Enerterre carried out 11 projects in NormandyThese first achievements were supplemented by communication supports (flyers, leaflets, videos) and 5 multiplier events which brought together 274 people to make all the achievements known to the general public.CONCLUSIONThe tools produced have made it possible to identify the main arguments in favor of 3SR (Self, Shared and Supported Renovation), to set up experiments, to guide new project leaders and to improve the capacity of training participants to implement projects of this type. The concept of 3SR that fed Enerterre has been largely codified, and described in an operational way. The 3SR now has a European network of practitioners and promoters, the Hands for Homes network."
